Job Description:
JOB PURRPOSE
The Area Development Program Manager (ADPM) provides leadership and oversight for all programming and project activities within the assigned Area Program to ensure the achievement of child well-being outcomes. Reporting directly to theZonal Programs Manager, the ADPM is responsible for ensuring effective implementation of Technical Programs, Core Project models, Sponsorship Operations, and community engagement processes in alignment with World Vision’s strategy, policies, systems, procedures, and donor requirements.
The role delivers strong operational and programmatic management at the ADP level, ensuring high‑quality execution of activities, effective resource stewardship, and compliance with all standards. The ADPM fosters productive partnerships with local government, community stakeholders, and partners, ensuring alignment, ownership, and sustainability of project interventions.
In addition, the APM provides leadership to the ADP team by promoting World Vision’s Vision, Mission, and Core Values. The role ensures a positive, fair, and motivating working environment, upholds accountability, and supports the Zonal Programs Manager in implementing strategic directions and operational decisions within the ADP.
MAJOR RESPONSIBILITIES
1. Leadership and People Management
Provide overall leadership to the ADP team, ensuring alignment with World Vision’s Vision, Mission, and Core Values in all aspects of work and team behavior.
Collaborate with the People & Culture (P&C) Department to recruit, onboard, and orient new staff, ensuring they clearly understand their roles, expectations, and organizational culture.
Supervise, coach, and mentor ADP staff through regular check-ins, performance discussions, and constructive feedback to enhance individual and team performance toward shared ADP targets.
Identify and address staff development needs, ensuring team members are equipped with the essential core competencies and job-specific skills required to deliver high‑quality programming and sponsorship operations.
Manage staffing and performance issues in a timely, transparent, and professional manner, in coordination with the P&C Department and following established policies and procedures.
Promote a culture of continuous learning, reflection, and improvement, encouraging KAIZEN spirit, innovation, and knowledge sharing within the ADP team.
Ensure an organized and supportive ADP office environment that fosters teamwork, mutual respect, psychological safety, and care for one another.
Update the change in local context inform ZM as a part of program continuous improvement.
2. Program Management
Program Planning, Adaptation & Implementation
Lead the adaptation of Technical Programs (TPs) using standard guidelines and tools, and complete all required ADP-level documents (logframe, Design, Monitoring, Evaluation, Accountability and Learning - DMEAL plan, narrative ADP Plan, etc).
Ensure appropriate budget allocation and mobilisation for most prioritized Child Well-beings (CWBO)s in ADP
Mobilize technical, human, and financial resources to effectively implement ADP activities.
Prepare and submit timely and accurate ADP reports (monthly, quarterly, semi-annual, annual).
Ensure Cross-Cutting Themes (Gender Equality, Disability & Social Inclusion, climate change & resilience, etc.) are integrated into program activities.
Document evidence, promising practices, and WV project models, and share with external partners for replication, advocacy, and resource mobilization.
Manage ADP resources with integrity, ensuring compliance with WV policies, financial procedures, and stewardship standards.
Coordinate with procurement teams to ensure strategic sourcing and compliance with procurement protocols.
Collaborate with zonal and national technical teams on advocacy initiatives at provincial, or national levels.
Build strong relationships with Support Offices and provide timely information, documentation, stories, and reports; facilitate their involvement in key events and milestones.
Community Engagement & Empowerment
Raise awareness among local partners and communities on WV’s Christian identity, Core Values, and child-focused, community‑based development approach.
Lead the ADP planning process and the annual community review and planning cycle.
Promote shared monitoring and integrated reflection with communities and partners to review progress and identify areas for improvement.
Identify and mobilize community resources to support joint initiatives and local advocacy.
Lead the process of MVC (Most Vulnerable Children) mapping and ensure their inclusion in program activities.
Document and share best practices, lessons learned, and Most Significant Change stories of RC and MVC for internal learning and external influence.
Build capacity for ADP team of Development Program Approach (DPA)/Adaptive Program Approach (APA) and facilitation skill.
Partnership and Networking
Build and maintain effective working relationships with local government partners (Program Management Boards, government authorities at commune, and provincial levels).
Network with other non-government organizations (NGOs), community-based organizations (CBOs), Civil Society Organizations (CSOs), and other stakeholders to strengthen collaboration and improve child well‑being in the ADP.
Identify and cultivate connections with private sector partners to explore opportunities for private non‑sponsorship (PNS) fundraising.
Represent World Vision with professionalism and integrity, ensuring all communications and products comply with WV’s brand and communication guidelines.
Sponsorship Integration in Programming
Lead the integration of Child Sponsorship into programming to ensure it remains a transformative relationship for children and sponsors.
Ensure meaningful participation of RC in program activities, in alignment with Partnership Child Sponsorship Standards.
Ensure Child Sponsorship is embedded in ADP annual plans, strengthening integration with TP activities and contributing to child well‑being through community-led care & protection and children’s participation.
Manage the quality of Sponsorship Operations, including Child Monitoring Standards, Sponsorship Operations Index (SOI), MVC inclusion, RC case management, correspondence, Sponsor visits, and RC portfolio management.
Ensure child sponsorship risk management practices are implemented as part of the Risk-based integrated Audit (RBIA) process.
Facilitate program approaches that strengthen sustainability and community ownership.
Support communities and partners to develop and implement community‑based disaster preparedness plans and climate change adaptation initiatives that strengthen household and community resilience.
Ensure DRR and Response to Climate Change (RCC) considerations are integrated into ADP design, implementation, and monitoring.
Coordinate with functional departments and participate in emergency response within the ADP area when needed, ensuring adherence to humanitarian accountability and standards.
3. GRANT/PNS Acquisition and Management
Proposal development
Participate in proposal design by analyzing local context, identifying community needs, facilitating needs assessments, and estimating target beneficiaries disaggregated by gender, disability, ethnicity, and other relevant factors.
Engage local government, mass organizations, community groups, and other stakeholders during proposal development to ensure ownership and feasibility.
Donor, Support Office, and Partner Engagement
Facilitate effective donor engagement through well-organized field visits and timely, responsive communication from the ADP level.
Coordinate with Support Offices on PNS funding opportunities when assigned, ensuring timely provision of required ADP-level information.
Establish and maintain partnerships with local NGOs, government agencies, other stakeholders entities to support project implementation and sustainability.
4. Others
Perform other duties as assigned by the manager to contribute to the team performance
GENERAL/ORGANIZATIONAL RESPONSIBILITIES
Demonstrate consistent commitment to World Vision’s mission, vision, core values, and policies in all areas of work.
Act as an ambassador for World Vision’s brand by adhering to established brand and communications guidelines in all external engagement and communication products.
Take responsibility for personal safety and security, proactively identifying and managing risks, and supporting the safety of colleagues and WVIV assets in line with security training and guidance.
Take ownership of continuous self‑learning and professional development to strengthen performance and leadership capacity.
REQUIREMENT FOR THE ROLE
At least 5 years of experience in community development or program/project management with NGOs or development organizations.
Proven ability to work with local government, mass organizations, community groups, and other stakeholders using participatory approaches.
Experience in planning, monitoring, reporting, and using basic DMEAL tools and logframe-based project management.
Experience in people management or leading project teams/volunteers.
Experience in budget management and ensuring compliance with organizational procedures.
Experience with sponsorship operations, grants/PNS projects, DRR/climate resilience, or proposal development is an advantage.
Bachelor’s degree in community development, social sciences, development studies, public administration, management, or a related field (Master’s degree is an advantage).
Training in project management, DMEAL, community engagement, or child protection is preferred.
Certification in Project Management is an advantage.
Strong understanding and commitment to Christian, child‑focused, community‑based development principles and practices.
Demonstrated leadership and team‑building skills, with the ability to support staff with diverse roles and capacities.
Skills in facilitating community development processes, including community mobilization and networking with multiple development partners.
Solid capacity in program management, with good conceptual understanding of DME/MEAL functions and financial management.
Strong interpersonal, written, and verbal communication skills in Vietnamese and English, including effective report writing.
Proficiency in Microsoft Office (Word, Excel, PowerPoint), Outlook, MS Teams, virtual tools, and other relevant systems.
Ability to think critically, reflect, and apply learning to improve program quality.
Advantageous: skills in proposal writing, fundraising, or PNS/Grant acquisition.
Willingness to model and promote World Vision’s core values with colleagues, partners, donors, children, and communities.
