Vigente desde el año 2013, la historia del Programa de Cooperación AMEXCID-PNUD (PROCAP) está ligada al establecimiento del Sistema Mexicano de Cooperación Internacional para el Desarrollo, contribuyendo a la implementación del Objetivo de Desarrollo Sostenible 17 “Revitalizar la alianza mundial para el Desarrollo Sostenible”, con el propósito de apoyar los esfuerzos de la AMEXCID para transitar hacia un modelo eficaz, que refleje las particularidades de un Cooperante Dual, oferente y receptor de cooperación en sus diversas modalidades, y País de Renta Media Alta, de acuerdo con sus propias prioridades y visión, en el marco de la Agenda 2030 para el Desarrollo Sostenible.
En su Tercera Etapa (2019-2025), el Programa de Cooperación promueve que la Cooperación Internacional para el Desarrollo (CID) sea un instrumento para alcanzar las prioridades de desarrollo incluidas en el Plan Nacional de Desarrollo 2019-2024, alineado particularmente al compromiso de “Conducir la política exterior en apego a los principios constitucionales y articulada con las prioridades de la política interna”, siendo la CID uno de los siete principios de la política exterior de México.
Específicamente, se apoyarán los esfuerzos que realiza la AMEXCID para consolidarse institucionalmente, encaminados a desarrollar sus capacidades nacionales, fortalecer su política de CID, en sus modalidades de recepción y oferta, así como establecer alianzas estratégicas con otros actores relevantes (como el sector privado, la academia y las organizaciones de la sociedad civil, otras agencias de cooperación multilaterales y bilaterales presentes en México que realizan esfuerzos de naturaleza complementaria), por medio de esquemas innovadores de cooperación al desarrollo. Además, se apoyará la contribución de la Agencia a la implementación del Plan de Desarrollo Integral.
Lo anterior está orientado a potenciar los 6 ejes de acción de la AMEXCID (diplomacia deportiva; diplomacia en ciudadanía, diplomacia científica y tecnológica; diplomacia económica empresarial; diplomacia educativa; y diplomacia humanitaria), su nueva estructura (coordinación de la política de cooperación internacional; análisis y evaluación de proyectos; implementación de proyectos), así como las prioridades de México como país receptor y país oferente de CID.
El objetivo general del Programa de Cooperación AMEXCID-PNUD (PROCAP) es la consolidación institucional de la AMEXCID para fortalecer la Cooperación Sur-Sur en México, a través de cuatro resultados:
1. Desarrollo de capacidades institucionales para la gestión de la CID;
2.Fortalecimiento de la política mexicana de CID, en sus modalidades de recepción y oferta;
3.Promoción de alianzas estratégicas para el desarrollo;
4.Apoyo a la implementación del Plan de Desarrollo Integral.
1. Diseñar, negociar y vigilar la ejecución de proyectos de cooperación internacional, asegurando su alineación con las mejores prácticas internacionales de gobernanza global.
2. Realizar diagnósticos prospectivos y análisis de viabilidad/riesgo político, social y de seguridad para la correcta implementación de los proyectos de cooperación en regiones prioritarias de la política exterior mexicana, maximizando el impacto y mitigando contingencias operativas en el terreno.
3. Proponer mecanismos o iniciativas que fomenten la paz social a nivel comunitario, como el deporte o la cultura, en países receptores de proyectos de cooperación de la Agencia.
4. Supervisar la viabilidad financiera, el control presupuestal y la rendición de cuentas de los fondos institucionales y los proyectos de cooperación técnica.
5. Participar en mesas de negociación internacional para la firma de nuevos proyectos de cooperación, memorándums de entendimiento y/o convenios de cooperación técnica.
El/la Especialista en Proyectos de Cooperación Internacional y Prospectiva formará parte de la estructura operativa de la Dirección Ejecutiva de la AMEXCID o de la dirección general en la que se asigne, responsable de autorizar, coordinar y supervisar los programas, proyectos y acciones que realicen las unidades administrativas y órganos administrativos desconcentrados de la Secretaría de Relaciones Exteriores, en temas de cooperación científica, educativa, tecnológica, deportiva, económica y empresarial, en ciudadanía y cultural, de asistencia humanitaria y de ayuda internacional, conforme a las políticas que dicte el Secretario y en concordancia con la Ley de Cooperación Internacional para el Desarrollo, el Plan Nacional de Desarrollo y el Programa de Cooperación Internacional para el Desarrollo.
