Operational Context: The Protection and Solutions Strategy is incorporated into UNHCR Pakistan’s 2025-2027 Multi-Year Strategy, which contains the strategic priority to increase and facilitate access to sustainable solutions. These are also integrated into the Solutions Strategy for Afghan Refugees (SSAR) which is the principal framework for identifying and implementing lasting solutions for Afghan refugees in the region. The SSAR Support Platform mobilizes sustained support for realizing solutions and pursues greater responsibility sharing by the international community. Due to the prevailing context in Afghanistan, many Afghans have international protection needs and could be at imminent risk in Afghanistan including certain profiles of Afghan women and girls, such as single mothers, survivors of gender-based (GBV) violence and those at risk of forced marriage. Additionally, other categories of Afghans include human rights activists; journalists; individuals in certain professions like artists, musicians, and athletes; Afghans associated with civil society including the international community; former government and actual and perceived political opponents to the current regime; and minority ethnic and religious groups. Afghans primarily reside in Khyber Pakhtunkhwa and Baluchistan provinces which have some of the lowest multi-dimensional poverty indicators in the country. Communities have a high-prevalence of out-of-school children and limited opportunities for higher education. Many children are also working to support their families, putting them at great risk. Gender disparities have also contributed to lower education and skill levels among refugee women. Limited personal freedom of movement for refugee women affects not only their access to skills development opportunities, but also their opportunities for income generation. There are high numbers of women and girls at-risk engaged in the public sphere and/or single parent households that lack adequate protection and the means to support themselves. Female-headed households are particularly vulnerable and struggle to survive.
Desired Candidate Profile: High School Diploma or higher with relevant experience in humanitarian or related fields. A minimum 1-year relevant work experience, particular with UNHCR, partner or similar organization in protection-related activities. Very good knowledge of English, Dari, Pashto, and Urdu – a minimum, and other locally used languages by refugees (spoken and written) Balochi, Tajik, etc. would be an asset. IT-Computer literate and familiarity with UNHCR database an asset.
Purpose and Scope of Assignment:
• Provides interpretation during RSD, resettlement, and complementary pathway interviews with persons of concern to UNHCR and for other protection work as needed. • Translates documents to support RSD, resettlement, and complementary pathways cases, as well as other protection-related documents as needed. • Travels with RSD-RST and CPW staff on missions to the field for interpretation and other assistance, as needed. • Ensures accuracy of terms and terminology used by persons of concern to UNHCR during interviews and in translated documents. • Ensures translations are written with style, correct grammar and spelling. • Provides RSD, resettlement and complementary pathway counselling to, and respond to queries from asylum seekers and refugees, including in the context of the notification of decisions on individuals’ cases. • Conducts phone screening and identification interviews for RSD-RST and CPW case processing when required in accordance with RSD-RST standard operation procedures and other guidance documents. • Prepares written documentation for completing phone screening and identification forms for RSD-RST and CPW cases and submits them for review to senior managers. • Ensures the database (proGres) and all electronic records / efiles for individual cases are updated in a systematic and timely manner, ensuring the integrity of the data. • Assists with post-submission activities such as ongoing counselling, batch updates in the database (proGres), liaising with relevant actors as needed. • Performs other related duties as required.
