Plymouth Housing is a nonprofit organization that develops and operates permanent supportive housing for single adults who have experienced chronic homelessness. With apartment buildings throughout King County, we believe everyone deserves a safe home and the opportunity to thrive. ABOUT THIS ROLE

The Director of Talent Development leads an integrated talent strategy across Talent Acquisition, Workforce Planning, and Learning & Development. This role helps ensure the organization has the right people in the right roles at the right time by building strong hiring, onboarding, learning, and leadership development systems. The Director partners with executive leadership and department leaders to support organizational growth, employee development, and long-term workforce stability.

PRIMARY RESPONSIBILITIES

  • Partner with executive leadership to forecast talent needs and support workforce planning.
  • Lead recruitment strategy and support equitable, compliant hiring practices.
  • Oversee onboarding, learning, leadership development, and employee training programs.
  • Build career pathways, leadership pipelines, and succession planning frameworks.
  • Use talent data and metrics to improve hiring, retention, and development outcomes.
  • Oversee talent systems, including applicant tracking, learning management, and talent analytics tools.
  • Partner across departments to align talent strategy with organizational goals and service delivery needs.
  • Support trauma-informed, equity-centered, and values-aligned practices across all talent programs. 

KNOWLEDGE, SKILLS, AND ATTRIBUTES WE NEED FROM YOU

  • Builds trust and works respectfully with people from many backgrounds and lived experiences, contributing to safe, welcoming housing communities where residents experience dignity, choice, and belonging.
  • Uses self-awareness and humility to communicate effectively across differences, adapt approach, and treat people with fairness and respect.
  • Strong background in talent acquisition, learning and development, or organizational development.
  • Experience building scalable systems in mission-driven organizations.
  • Strong relationship-building, facilitation, and communication skills.
  • Data-driven and comfortable using metrics to guide decisions.
  • Knowledge of adult learning, equitable hiring, and leadership development best practices.
  • Ability to lead through ambiguity, manage competing priorities, and work collaboratively across teams.

QUALIFICATIONS

  • 10+ years of progressive experience in talent acquisition, learning and development, or organizational development.
  • 5+ years of leadership experience managing multiple functions.
  • Experience leading high-volume, diverse recruitment and building learning programs with measurable impact.
  • Experience with unionized workforces and grant-funded staffing preferred.
  • Bachelor’s degree required; master’s preferred or equivalent experience.
  • HR certification preferred.
