Responsibilities
The Laboratory Officer (Medical Technologist) will be stationed in the Multi-Disease Dx Project referral (regional) laboratory to support the team in performing diagnostic tests for tuberculosis (TB), HIV, human papillomavirus (HPV), and hepatitis B. The Laboratory officer will assist the laboratory staff perform laboratory testing in accordance with national testing algorithms, standard operating procedures, and quality management standards; ensure proper specimen receipt, processing, analysis, and result reporting; and maintain accurate laboratory records. The role also includes supporting quality assurance and quality control activities, equipment maintenance, biosafety and biosecurity practices, inventory management, and timely reporting of laboratory data.
The position requires strong technical grounding in public health and development, excellent coordination and communication skills, and the ability to manage multiple activities while ensuring alignment with regional and local priorities.
Program Implementation and Coordination
Serve as Jhpiego’s primary technical focal point for laboratory and diagnostics within the Bicol Subnational Reference Laboratory (SNRL) and the regional implementation sites, and on anything related to specimen referral and transportation
Technical Implementation
Perform clinical laboratory testing on specimens for TB, HIV, Hepatitis B, and HPV as part of the integrated screening and diagnostic bundle offered to clients under the Multi-Disease Dx project
Work closely with laboratory staff in performing day-to-day laboratory activities
Support the laboratory in other functions relevant to the activities of the Multi –Disease Dx project
Monitoring, Evaluation, and Learning (MEL)
Conduct regular monitoring visits and coordination meetings to track program progress and identify implementation challenges and best practices.
Contribute to evaluations, learning activities, and documentation of lessons learned and good practices.
Planning, Reporting, and Documentation
Support the development of annual and periodic workplans, activity plans, and budgets in coordination with Jhpiego technical and operations teams.
Support the development of high-quality technical and narrative reports for internal use and for submission to donors and partners.
Contribute to the development of concept notes, proposals, and other technical documents to support program growth and expansion.
Required Qualifications
Education and Professional Qualification:
Bachelor's degree in Medical Technology, Medical Laboratory Science, or Public Health
Valid Professional Regulation Commission license as a Medical Technologist
Certification in Good Clinical Laboratory Practice (GCLP), quality management systems, biosafety, or other relevant laboratory training is an advantage.
At least five years of experience in performing laboratory diagnostics for infectious diseases (e.g., HIV, tuberculosis, hepatitis, HPV, COVID-19) is desirable.
Knowledge of laboratory quality assurance/quality control (QA/QC), specimen management, and laboratory information systems.
Proficiency in Microsoft Office applications and laboratory data management tools.
Strong understanding of national laboratory policies, diagnostic guidelines, and applicable regulatory standards.
Willing to be assigned in Albay, Bicol Region.
