For more than 50 years, Insight Housing (formerly Berkeley Food & Housing Project) has provided a comprehensive range of housing, food, and support services to help those in need move from homelessness into a safe and affordable home of their own. We serve seven counties in the Bay Area and Northern California, and we are proud of our team members, who are deeply dedicated to our mission to ease and end the crisis of homelessness in our communities.

Position Summary

The Senior Recruiter is responsible for Insight Housing's talent acquisition strategy and operations — implementing recruiting workflows end to end, disseminating requisitions, anticipating roadblocks, and managing velocity across a full portfolio of open searches.

Insight Housing currently employs over 230 employees across 26 programs, operations, and administrative functions. Our workforce includes direct service staff, case managers, housing navigators, employment specialists, site supervisors, program directors, and administrative and operations professionals. We are actively building the staffing capacity to match the scale and complexity of our evolving program portfolio. On average, we have an average of 10+ open requisitions across our programs.

The person in this role should be prepared to recruit for positions that require a nuanced understanding of the nonprofit human services landscape, sensitivity to trauma-informed and culturally responsive practices, and the ability to identify candidates whose professional values align with Insight Housing's mission and culture.

This role also holds Insight Housing's 10-year talent acquisition vision, owns the ATS as a strategic asset, and partners closely with hiring managers to ensure today's practices support future growth.

Essential Duties and Responsibilities

Strategic Talent Acquisition Leadership

  • Partner with the Senior Director, People Team to develop and improve recruitment strategy that is aligned with organizational goals and employer branding.
  • Partner with HR and leadership on workforce planning for program expansion and new site launches.
  • Advise leadership on labor market trends, talent availability, and hiring risks.
  • Refine the recruiting process from requisition intake through onboarding handoff.
  • Implement standard processes for internal transfers, promotions, and temporary support assignments.
  • Own requisition prioritization, routing roles for approval and keeping hiring managers and programs informed.
  • Resolve recruiting roadblocks and lead complex and/or time-critical searches, including executive and hard-to-fill roles.
  • Monitor recruiting pipeline, requisition time to fill, and staffing patterns to flag potential challenges early to leadership.
  • Own ATS (JobVite) optimization — configuring workflows, automations, and reporting to support scale.
  • Stay current on recruiting tools and hiring trends in the sector and recommend changes that help Insight Housing stay competitive with peer organizations.

Full-Cycle Recruiting & Hiring Manager Support

  • Lead full-cycle recruitment for roles across the organization, from requisition intake through offer acceptance and reference/background checks.
  • Partner with hiring managers to define job requirements, timelines, and selection criteria.
  • Review applications, conduct phone screens, coordinate interviews, and assess candidate fit.
  • Facilitate interview logistics — scheduling, testing, and collecting feedback.
  • Guide and train hiring managers and panelists on interview design, candidate evaluation, and equitable hiring practices.
  • Prepare, extend, and negotiate competitive, equitable job offers with HR leadership.

Sourcing & External Partnerships

  • Develop proactive sourcing strategies to build strong, diverse candidate pipelines.
  • Manage recruitment channels and relationships — job boards, social media, staffing agencies, RPO partners, and community organizations.
  • Maintain talent pools for frequently recruited and hard-to-fill roles.
  • Represent Insight Housing at job fairs and recruiting events.

Candidate Experience

  • Ensure a consistent, high-quality candidate experience from initial contact with applicants through new employee onboarding.
  • Apply objective practices to support fair selection decisions.
  • Partner with the onboarding team for a seamless new-hire transition.

Compliance & General Responsibilities

  • Ensure recruiting practices comply with employment law and agency policy, maintaining professionalism and confidentiality.
  • Maintain a requisition tracker giving program leaders real-time access to candidate status from intake to start date.
  • Track recruitment metrics (time-to-fill, source effectiveness) to guide hiring decisions and the long-term recruiting needs.
  • Participate in agency meetings, trainings, and cross-functional initiatives.
  • Perform other duties as assigned.

Qualifications, Skills and Abilities

  • BA/BS in Business Administration, Human Resources, or related field, or equivalent experience.
  • 4+ years of full-cycle recruiting experience, including recruiting strategy, workflow design, or process improvement.
  • Experience managing recruiting velocity and prioritization across a high-volume, multi-program requisition portfolio.
  • Experience owning and optimizing an ATS (JobVite preferred), including configuration, automation, and reporting.
  • Nonprofit or social service recruiting experience strongly preferred.
  • Experience supporting organizational growth or scaling, including workforce planning.
  • Knowledge of federal, state, and local employment laws.
  • Strong analytical skills, translating recruiting data into actionable insights and strategy.
  • Attention to detail and comfort designing new processes amid ambiguity.
  • Experience with Indeed, LinkedIn, Zoom, and MS Office, preferred.
  • Ability to manage competing priorities, multitask, and meet deadlines with minimal supervision, while maintaining confidentiality.
  • Excellent interpersonal skills with a professional, can-do, flexible attitude.
  • Commitment to serving people experiencing homelessness and ending the crisis of homelessness in the counties served.
  • Excellent written and oral communication skills.

Special Requirements

  • This position requires occasional driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies.
  • Must be able to receive and maintain criminal records clearance.
