The Organizational Setting
The Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO policies, decisions, Standards and Recommended Practices (SARPs) and air navigation plans. The Regional Office also provides technical guidance and assists States with implementation.
The position reports to the Administrative Officer who is in charge of the Administrative and Financial aspects of the Regional Office; ensuring the smooth running of the daily requirements of the Office and the official needs of the staff.
The incumbent provides support to the Regional Office. Specific instructions and directives will be provided by the Administration on special tasks or complex issues.
Major duties and Responsibilities
Function 1 (incl. Expected results)
Serves as driver to Head of Office, achieving results such as:
- Driving the official vehicle for the official needs of the RD and DEP RD.
- Driving the official vehicle to meet high ranking officials and special visitors at the airport and assist in facilitating the required immigration and customs formalities.
- Transport staff, officials, visitors, cargo and documents
Function 2 (incl. Expected results)
Serves as driver to Office, achieving such results as:
- Driving designated office staff to and from the office premises.
- Being responsible for the daily upkeep and maintenance of assigned vehicles, ensuring that they are kept in good running order, and arranging for regular refuelling, cleaning, etc.
- Checking oil, water, battery, breaks, tires, etc.
- Performing minor repairs and adjustments.
- Arranging for other scheduled repairs and maintenance as authorized.
Function 3 (incl. Expected results)
Carries out messenger activities to and from the ICAO MID Office, various government departments, banks, travel agencies, airline offices, airport, embassies, consular offices, etc., achieving results such as:
- Delivering and picking up Diplomatic Pouch to and from the airport.
- Delivering and collecting cash to and from the bank.
- Making payments at the post and telephone offices, etc.
- Delivering and collecting passports to and from consular offices and embassies.
- Delivering and collecting airline tickets, travel documents, visas, etc. to and from travel agencies.
Function 4 (incl. Expected results)
Assists in performing reproduction and clerical/mail functions when large meetings and seminars are held at the ICAO MID Office, achieving such results as:
- Operating printing/reproduction equipment and assembling and distributing documents.
Qualifications and Experience
Educational background
Completion of secondary education. Valid driver’s license and safe driving record required.
Professional experience and knowledge
- Four to five years of experience as a driver.
- Good knowledge of local transportation system and of local driving rules, regulations, etc.
- Some knowledge of administrative rules and regulations in different governmental entities, embassies, consular sections, banks, etc.
- Skills in minor vehicle repair.
- Knowledge of how to operate photocopying machines.
Language Skills
Fluency in Arabic; Knowledge of spoken English desirable.

Ability to navigate roadways effectively and knowledge of alternate routes for timely arrival at destination. Familiarity with traffic routes in the local community and locations of various offices, embassies and UN agencies. Knowledge of the local area and current conditions of roads and highways, security and safety awareness. Ability to deal effectively and tactfully with officials and visitors. Knowledge of vehicle maintenance. Ability to effectively communicate verbally and in writing and follow instructions in Arabic. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Judgement and Discretion: The incumbent must be able to identify issues that might delay completion of tasks assigned, and to be able to report them back in detail to the administration in order to assist them in finding alternate solutions. The incumbent must also be discreet as her/his work involves confidential matters.

Conditions of Employment
Please note that this is a locally-recruited position and restricted to Egyptian Citizens, Permanent Residents of Egypt and applicants with a work permit.
It should be noted that this post is to be filled on a fixed-term basis for an initial period of three (3) years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
