The Contracts Specialist provides support in administering USG DoD contracts from pre-proposal activities through contract closure. Key duties include reviewing solicitations, managing contract modifications, and ensuring compliance with company policies and federal regulations.
Requirements
Candidates must have a BA/BS degree and at least 3 years of experience with Federal DoD contracts. Knowledge of FAR/DFAR, contracting principles, and the ability to obtain security clearance are highly valued.

·Support the review and risk analysis of solicitations and terms and conditions and coordinate with their supervisor.
·Participate in bid/no bid decisions and proposal review meetings.
·Review cost proposals, maintain cost and pricing data records for TINA compliance, support fact-finding, DCAA audits, and negotiations.
·Proactively administer a variety of USG DoD contracts of all types (cost reimbursement, fixed price, incentive, award fee, IDIQ, time and material, etc.) and modifications thereto.
·Prepare and coordinate business correspondence, generate required contract-related reports, and maintain accurate and complete contract files and records for the company.
·Remain actively engaged with (and serve as an integral member of) designated program teams and develop strong interfaces with Hunt Valley personnel in other functional areas.
·Participate in program reviews, monitor program performance (contract schedules, deliverables, funding, invoicing, and payments), and notify contract managers or directors of potential non-compliances or other problems that could have an adverse impact on the company.
·Identify and administer contract changes, and coordinate resolution of contract issues with your supervisors.
·Actively administer the closeout of completed contracts.
·Ensure contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.
·Ensure coordination with Legal on contract matters that may have legal significance (such as, identifying to Legal non-standard or potentially high-risk terms and conditions) prior to advising management of contractual risks, rights and obligations, and terms and conditions interpretations.
·Perform other contract-related duties as assigned.
Required Skills:
·Basic knowledge and understanding of contracting principles and all contract types.
·Excellent interpersonal skills.
·Knowledge of the federal acquisition process, USG DoD contracting principles and governing regulations (including FAR/DFAR).
·Experience in contract administration.
·Basic understanding of business agreements and general business practices.
·Working knowledge of subcontracting practices, accounting, finance, pricing, and estimating principles, and business law.
·Basic knowledge of international contract terms, ITAR and US import and export regulations.
·Solid oral/written communication and organizational skills.
·Ability to effectively communicate with all levels of management
·Ability to manage multiple work assignments and meet critical deadlines.
·High integrity and an unyielding commitment to compliance.
·Willingness and ability to travel domestically.
·Personal computer skill proficiency
Required Experience:
·BA/BS degree in a related field.
·3 plus years’ experience with Federal DoD contracts.
·Actively pursuing professional certificates in Government contracts is a plus.
·Ability to obtain security clearance a plus
·NCMA member preferred.
