Overview
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

The William J Clinton Foundation (WJCF) is an Indian not-for-profit entity, registered under Section 8 of the Indian Companies Act 2013 and has an affiliation agreement with the Clinton Health Access Initiative (CHAI). WJCFs mission is to save lives and improve health outcomes in the country by enabling the government and private sector to strengthen and sustain quality health systems. WJCF has been working closely with the Ministry of Health & Family Welfare, and Departments of Health at the state level since 2007 providing technical as well as operational support to various programs such as COVID-19 disease, hepatitis, HIV/AIDS, tuberculosis, vector-borne diseases (lymphatic filariasis and kala azar), syphilis, cervical cancer, diabetes, maternal and childhood anemia, immunization, under 5 diarrhea and pneumonia, sexual and reproductive health, Ayushman Bharat Pradhan Mantri – Jan Arogya Yojana (AB PM-JAY) and Ayushman Bharat Digital Mission (ABDM), hypoxemia and oxygen, safe drinking water, sickle cell disease, and climate and health.
The World Health Organization estimated that 10.8 million people fell ill with tuberculosis (TB) in 2023 and ~1.25 million succumbed to it. India accounted for the most people suffering from the disease, with 26% of the cases and 26% of mortality. The National TB Elimination Program (NTEP), headed by the Central TB Division (CTD), MoHFW, is an expansive public health program with the ambitious goal of eliminating TB in line with the mandate of the Sustainable Development Goals.
WJCF has been supporting the CTD and state health departments of more than 15 states in the mission to eliminate TB. WJCF’s TB program has been operational since 2012, and its interventions address several program areas, including preventive therapies, case detection, access to diagnostics, engagement of the private sector, and more. It also lends technical support to Governments across a range of themes- strategic planning, data analytics, monitoring and evaluation, patient management and delivery of services.
Project Background:
India's National TB Elimination Programme (NTEP) is scaling up the adoption of AI-enabled X-ray machines for screening at-risk populations across the country. The Central TB Division has procured and supplied handheld digital chest X-ray (dCXR) machines to all districts. States too have supplemented their x-ray capacity through independent procurement of portable and ultraportable x-ray machines. Along with the machines, DeepCXR — an AI-based chest X-ray interpretation tool developed by the Institute for Plasma Research under the Department of Atomic Energy, Government of India, and recommended by the Indian Council of Medical Research (ICMR) – is available to the program free of cost. WJCF is supporting CTD and States in the installation, operationalisation, capacity-building, and sustained utilisation of this technology.
Position Summary:
The Cluster Lead will be responsible for driving the deployment, operationalisation, and sustained uptake of handheld dCXR machines and the DeepCXR AI tool across an assigned cluster of states. The role requires close coordination with state programme teams, facility staff, vendors, and CTD to ensure machines are installed, functional, and actively used for TB screening. The Cluster Lead will also build the capacity of radiographers and field teams through structured trainings, hands-on support, and troubleshooting, acting as a critical link between the national programme and ground-level implementation.
Responsibilities
Coordinate deployment, installation, and operationalisation of handheld X-ray machines across assigned states and facilities.
Support installation, configuration, and functionality of DeepCXR on X-ray devices.
Monitor installation timelines, utilisation status, and operational challenges; escalate delays and unresolved issues to relevant stakeholders.
Provide first-level troubleshooting support for handheld X-ray machines, DeepCXR software, connectivity, and operational issues in coordination with vendors.
Support trainings for radiographers and field teams on machine operation, image quality, radiation safety, and DeepCXR usage.
Provide refresher trainings, on-site mentoring, and continuous handholding support to improve utilisation and competency at facility level.
Support development and standardisation of SOPs, training materials, troubleshooting guides, and user manuals based on field requirements.
Serve as the primary coordination link between assigned States/UTs and Central TB Division (CTD) for technical and operational support.
Support state, as required, in planning for the optimal deployment of x-ray capacity for ACF.
Qualifications
Graduate or Master's degree in a relevant field such as life sciences, public health, health technology, radiography, or a related discipline
Minimum 3 years of experience in health programme implementation, preferably at the field level
Prior experience in device deployment, field coordination, or technical support in a health setting
Demonstrated ability to conduct trainings and capacity building for health workers
Willingness and ability to undertake extensive field travel across the assigned cluster
Preferred
Experience working in tuberculosis programmes, particularly in Active Case Finding (ACF) or chest X-ray-based TB screening
Familiarity with handheld or portable X-ray equipment and/or AI-based diagnostic tools
Prior experience working with government health systems at the state or district level
Knowledge of the National TB Elimination Programme (NTEP) structure and operations
Experience working in Jharkhand, Madhya Pradesh, or Uttarakhand
