Job Purpose/Summary

The State Director, Program Standards and Learning leads the statewide Integrated Student Supports (ISS) Program Standards & Learning (PSL) team, ensuring high-quality programming implementation and overseeing the training and development of program staff across all affiliates. They directly own the standards, training, development, and resources for Program leaders, including managers, directors, and senior directors. They manage the PSL team, including overseeing Site Coordinator and Academy standards through the State Manager, Program Standards and Learning (SMPSL) and overseeing partnership and special initiatives work through the State Programmatic Initiatives & Partnerships Specialist (SPIPS). Additionally, the Director leads organization-wide efforts to strengthen and embed Communities In Schools (CIS) of Nevada’s core values through the CORE program and CORE change team, fostering innovation, cultural alignment, and continuous improvement across the organization. 

 Duties and Responsibilities                                                                                                                  

 Standardize ISS Program Quality

  • Lead the quality and fidelity of implementation of our Integrated Student Supports (ISS) model, collaborating across affiliates to ensure the ISS program is implemented with fidelity
  • Establish and maintain program leader standards for Program Managers, Program Directors and Senior Program Directors (PM, PD, SPD)
  • Establish and maintain data team member standards Data Director, Data Manager, and Data Specialist (DD, DM, DS) in collaboration with the State Data Director
  • Oversee Site Coordinator standards through management of the SMPSL
  • Oversee Special Initiatives and Partnerships through the SPIPS
  • Align to CIS national standards and accreditation 

Facilitate Program Leader Training

  • Lead the development and implementation of program leader training – establish and manage onboarding, yearly learning and development scope, and evaluation 
  • Build Level-Up trainings - transition supports between program leader levels, providing the pathways for career advancement opportunities across program roles
  • Conduct or broker 1-2 days of in-person training per affiliate each year, which can be tied to scheduled affiliate trainings (such as Program Manager summer kickoff or Back to School Summits) or can be stand-alone 
  • Conduct or broker ongoing virtual training for each affiliate each year
  • Facilitate a team comprised of members of all affiliates - the Program Leader Training All Affiliates Team, a collaborative space for PL training leads from each affiliate to meet, at minimum, quarterly. 
  • Oversee the work of affiliate training leads to ensure program leader training meets standards and provides for the quality development of program leader
  • Evaluate Program Leader strengths and gaps at the org-wide and affiliate level; plan for and support affiliate training leads to plan training to strengthen Program Leader effectiveness

Build Knowledge Management Resources & LMS Trainings

  • Create and build onto a digital repository of Program Leader trainings (housed in org-wide Learning Management System) 
  • Develop, maintain, and continuously expand a comprehensive digital repository of tools, resources, and best practices for Program Leaders

 Manage State PSL Team & Team Members

  • Oversee the implementation of the ISS program and quality of training, resources, and development for staff through individual contributions, managing PSL team members, and collaborating with the data team
  • Supervise PSL team members; including, but not limited to, annual goal setting and review processes, coaching and individual development, supporting projects and programs, and completing all supervisory responsibilities as designated by Human Resources and/or senior management
  • Manage the culture, collaboration, and connectivity of the Program Standards & Learning team

Facilitate CORE – Staff Engagement, Values, and Innovation Work

  • Lead the organization-wide CORE work (equity-driven innovation work grounded in the organization’s core values)
  • Engage staff through an annual application-based cohort of innovators (CORE Change Team) to meet monthly and create tools, resources, and staff experiences related to the CORE values 
  • Facilitate or broker monthly CORE Change Team meetings
  • Broker an annual all-staff Speaker Series and related resources for team engagement and development
  • Track and meaningfully plan for progress in staff engagement and development in CORE

Collaborate with Cross-Functional Teams

  • Collaborate with the State Data Director and the data team to set data team role standards, identify data team training needs, and improve the quality and effectiveness of data training for program staff
  • Collaborate with Human Resources to facilitate smooth transitions in new hire onboarding and HR-related training.
  • Collaborate with the Human Resources Director to co-lead the People & Culture Board Committee
  • Work closely with the Grants department to develop other evaluation measures and models and assist in the implementation of these as requested.
  • Work closely with the State Specialized Programs Director to align the efforts of Full Service and Alumni programming to the ISS and Academy programming.
  • Represent CIS of Nevada on the CIS National Learning & Development Steering Committee
  • Collaborate with the Chief Administrative Officer on national accreditation, as designated

Qualifications and Competencies 

Qualifications include:

  • Minimum 5-7 years of supervisory/management experience preferred, with a strong track record of managing managers and/or directors a must
  • Minimum of 5 years of experience in social service programs preferred
  • Experience working in education programs or school settings
  • 3-5 years of program development experience preferred
  • Experience working with children and adolescents and knowledge of trends and standards affecting the CIS program
  • Bachelor’s or Master’s degree from an accredited college or university, or certification in a specialty area, or equivalent and relevant experience combined

Competencies include:

  • Seasoned, experienced management professional. 
  • High level of interpersonal and communication skills (written and oral communication) a must.
  • Excellent training, program development, managerial, and leadership skills.
  • Sensitivity to needs of youth and varying ethnic populations.
  • Experience utilizing data to inform decision making. 
  • A high level of computer literacy required, including familiarity with the Microsoft Office Suite, particularly Word and Excel. 
  • Project management skills 
  • Understanding of K-12 public education landscape 
  • Understanding of grants and grant programming 

Work Environment & Physical Demands 

  • Work environment is indoors and climate controlled. May be exposed to outdoor weather conditions.
  • Moderate noise levels as found in a business office and classroom setting.
  • Use of own automobile.
  • Must be able to pass a criminal background check, possible fingerprinting, and drug screen.
  • Travel required across the State or Travel required to and from school sites
