This is a 24 months fixed-term contract role.

What will you do?

The Talent Acquisition Partner is responsible to drive end-to-end recruitment for IT manpower augmentation and project-based hiring across multiple customer accounts, with focus on the former. Working closely with Account Managers, the role focuses on delivering qualified technology talent within agreed timelines while ensuring an efficient and positive candidate experience. The incumbent is expected to proactively source niche IT talent, build and maintain talent pipelines, coordinate recruitment activities throughout the hiring lifecycle, and provide market intelligence on salary trends, talent availability, and hiring conditions. You will thrive in a fast-paced, client-driven environment where speed, quality and stakeholder collaboration are critical to success. You should also have a solid understanding of Singapore employment regulations and recruitment best practices.

Project-Based & Staff Augmentation Recruitment

• Manage end-to-end recruitment for IT manpower augmentation and project-based positions across multiple customer accounts with emphasis on the former.
• Partner with Account Managers to understand project requirements, technical skill sets, hiring priorities, and submission timelines.
• Assess candidates based on technical competencies, project suitability, and customer requirements.
• Deliver qualified candidate profiles within agreed service level agreements (SLAs) and project deadlines while maintaining high standards of quality.
• Manage multiple concurrent recruitment assignments and competing priorities in a dynamic, fast-paced environment while maintaining recruitment quality and speed.

Talent Sourcing & Pipeline

• Proactively source passive candidates through LinkedIn, job boards, referrals, and other sourcing channels.
• Build and maintain a pipeline of qualified technology professionals for recurring and future project requirements.
• Maintain an active database of candidates with niche and in-demand technology skill sets.
• Develop and nurture relationships with passive candidates possessing niche and in-demand technology skill sets.

Recruitment Coordination

• Prepare candidates’ profiles, coordinate interviews, technical assessments, offer discussions, and onboarding activities with candidates and project customers.
• Partner closely with Account Managers on interview outcomes, customer feedback, and hiring progress to ensure timely recruitment delivery.
• Ensure a positive and professional candidate experience throughout the recruitment journey.
• Proactively identify recruitment risks and bottlenecks, recommending practical solutions to ensure timely fulfilment of customer requirements.

Market Intelligence

• Share market insights on salary benchmarks, talent availability, hiring trends, and sourcing challenges with Account Managers to support hiring strategies.
• Advise Account Managers on candidate expectations, market competitiveness and recruitment strategies to improve hiring success.
• Stay informed of developments within Singapore's technology talent market and emerging skills in demand

• Develops targeted sourcing approaches for specialized or difficult-to-fill technology roles.
• Builds pipelines for recurring technical roles and maintains a network of potential candidates.

• Builds productive working relationships with hiring managers to support recruitment outcomes and influences hiring decisions using market insights and recruitment expertise.

• Handles urgent or high-volume staffing requests while maintaining candidate quality.

• Analyses hiring trends critically and provides actionable recruitment recommendations.

Education and Certification

• Bachelor’s Degree or Graduate Diploma in Human Resources Management / Development, Business, or a related discipline.
• IHRP-CP will have an advantage.

Hands-on Experience

• At least 3 years of recruitment experience in IT recruitment, manpower augmentation, technology consulting, staffing.
• Proven success in sourcing technology professionals across a broad range of IT disciplines.
• Strong knowledge of sourcing techniques, recruitment tools and LinkedIn Recruiter.
• Track record in managing multiple concurrent vacancies while consistently meeting hiring deadlines.
• Excellent stakeholder management, communication and relationship-building skills.
• Familiarity with contract employment and project-based hiring.
• Strong organizational skills with meticulous attention to detail.
• A customer-focused, proactive and collaborative working style.
• Experience recruiting for Government or public sector technology projects will be an advantage.
• Knowledge of employment laws and recruitment compliance in the local market, such as Singapore MOM regulations including COMPASS framework, CPF Act, Fair Employment Act & TAFEP guidelines
• Familiarity with ATS tools and recruitment analytics.
