• Lead TRIM’s tariff application, pricing and regulatory revenue processes to support financial sustainability and compliance with regulatory requirements.• Manage financial modelling, scenario analysis and regulatory submissions to support informed tariff decisions and stakeholder engagements.• Drive revenue assurance across TRIM by identifying, preventing and resolving revenue leakage, data integrity issues and billing or reporting weaknesses.• Manage engagements with the Transport Regulator, Department of Transport, internal stakeholders and other relevant parties on tariff, pricing and regulatory matters.• Lead and develop the team responsible for tariff modelling, regulatory reporting and revenue assurance, ensuring timely, accurate and high-quality outputs.

1. Management of tariff application process for TRIM: ▪ Lead the preparation of an appropriate tariff application with appropriate tariff structures ensuring compliance with regulatory requirements and ensures the financial sustainability and viability of TRIM inclusive of: o Strategic Financial modelling and scenario analysis that considers the business strategy and mandate of TRIM, and ensure compliance with legislative and regulatory framework requirements; o Engagements with Public Policy and Regulation Unit (PPRU) at Transnet Group, TRIM and Transnet CFO’s, the TRIM CEO, the Department of Transport (DoT) as well other key stakeholders at Group; o Manage the cross functional inputs from all TRIM departments; and o Determine impact of Allowable Revenues and Tariffs. ▪ Lead the tariff application process with the Regulator
including: o Effective and timely submission of the Tariff Application; o Manage of the responses to additional requests for information from the Transport Regulator after submission of tariff application; and o Management and leadership of the stakeholder consultation process. ▪ Develop and implement regulatory frameworks and ensure continuous improvement of tariff models; ▪ Lead engagements with the Regulator on the regulatory framework; ▪ Review benchmark tariff models and cost structures with other utilities industries both nationally and internationally to ensure competitive and efficient tariff policy; ▪ Guide the Executive team in making key strategic decisions in respect of tariffs, re. financing of the new infrastructure, capital investment and the annual budgeting process; ▪ Manage, assess and evaluate TRIM’s return expectations from different products to ensure it meets the overall figures that various stakeholder expect;
▪ Guide and review the identification of the various fixed and variable costs incurred in the entire rail infrastructure value chain in line with regulatory rules; ▪ Manage, assess and evaluate key cost drivers and its movement vis-à-vis change in the consumption and production to maintain accurate financial assessments; ▪ Manage the validation of the assumptions in the tariff model with actual performance in order to calibrate the model to reflect results more accurately in the subsequent tariff applications; and ▪ Guide and review the analysis of new projects affecting tariffs.
2. Management of regulatory reporting process for TRIM: ▪ Manage submission of information to the Regulator ensuring compliance with legislation and the regulatory framework; ▪ Manage the requirements in terms of external regulatory audit function; and ▪ Manage, assess and evaluate system interrogation and automation to enhance reporting efficiency and accuracy. 3. Revenue assurance and integrity management: ▪ Develop and implement a comprehensive revenue assurance framework covering all TRIM revenue streams, ensuring end-to-end revenue integrity; ▪ Accountable for all aspects of revenue integrity, including: o Revenue reporting and advanced data analysis; o Revenue leakage identification, quantification, and prevention; o Driving business process change to embed revenue integrity principles
▪ Develop and monitor revenue-related metrics and key performance indicators (KPIs) to track revenue health and identify emerging risks; ▪ Work with internal and external stakeholders to implement best practices and define error resolution processes; ▪ Drive the revenue management agenda with the aim of eliminating revenue leakage and minimising revenue exposure across TRIM; ▪ Conduct regular revenue assurance reviews and audits to validate the accuracy and completeness of revenue streams; ▪ Develop and maintain revenue assurance policies and procedures, ensuring alignment with industry best practices and regulatory requirements; ▪ Lead investigations into revenue anomalies and discrepancies, implementing corrective actions and preventive measures; ▪ Collaborate with IT and systems teams to enhance system capabilities for revenue monitoring, data analytics, and reporting. 4. Strategic Financial Modelling:
▪ Manage the strategic financial modelling in order to create and deliver value to TRIM via the analysis of multiple investment options (i.e. new business options) to derive additional revenue; ▪ Advising/Focusing TRIM Exco decision making on an optimal return that will benefit Transnet as a whole by managing the provision of projected performance of current and proposed business options; and ▪ Project managing the development of integrated tariff models that will optimise fuel transport business for Transnet (e.g. via road and rail) locally and internationally. 5. Manage interactions with the Transport Regulator ▪ Manage effective communication and cooperation between the Regulator and TRIM in order to enhance and promote an independent professional working relationship; ▪ Manage all deliverables due to the Regulator to ensure that they are submitted within the requested deadlines and addresses the Regulator’s requirements definitively.
▪ Manage the provision of effective feedback: o Stakeholder workshops held by the Regulator; and o Public consultation documents published on the Regulator’s website. ▪ Manage, assess and evaluate via collaborative communication with the Transport Regulator, the appropriateness of approved tariff methodologies and strategies in terms of current and forecasted economic climates. ▪ Presenting Tariff Applications and representations on the Regulator’s documents requesting for comments at the Regulator’s Public Hearings in conjunction with TRIM CFO and CE.
6. Managing Budget & Actual Costs: ▪ Guiding and review in conjunction with the Financial Planning Department, to identify budget costs that are specifically related to the Rail Infrastructure business, and non regulated businesses; ▪ Manage, assess and evaluate in conjunction with the Financial Reporting Manager, to identify actual costs that are specifically related to TRIM and non-regulated businesses; ▪ Manage, assess and evaluate the strategic plan of the Financial Regulation Department to determine the financial requirements to deliver on strategic outputs, in line with budget prescripts from the CFO; ▪ Guide and review the preparation of a comprehensive budget indicating the financial requirements for each element of the strategic plan and submit the budget for approval in accordance with policies and procedures
▪ Manage, assess and evaluate the expenditure against the budget and ensure that spending occurs within the budget and ensure that only authorised overspending is approved in accordance with procedures; and ▪ Manage the financial regulation department in accordance with policies, procedures and legal requirements. 7. Determination of Corporate Plan Revenue: ▪ Assess and evaluate, through active interaction with the Financial Planning Department and the Financial Reporting Department, the TRIM’s revenue and tariff modelling scenarios (based on the economic climate at the time) for submission to TRIM’s Exco and ultimately Group Exco for approval.
8. Human Capital Capability Development (management of staff): ▪ Manage staff within the function in order to provide quality service and to maximize job satisfaction; ▪ Responsible for defining staff roles and responsibilities in order to meet tariff application and regulatory reporting deadlines with the transport regulator in an effective, accurate and timely manner; ▪ Assess and evaluate performance measures (SPOs), on-going performance management and appraisal for direct reports; ▪ Drive capability development initiatives for direct reports; ▪ Reviewing skills development plans for direct reports; ▪ Implement succession planning in the unit and ▪ Drive the values and behaviours required to create a positive motivational culture in the unit.
9. Ensure Governance Compliance and Reporting: ▪ Manage, assess and evaluate relevant governance principles, policies and internal control to develop action plans for ensuring compliance; ▪ Continuously review and update policies and procedures for approval; and ▪ Manage Compliance with reporting requirements in terms of structure, timelines and quality as prescribed by the CFO.

▪ B Com (honours) in accounting, finance or economics degree is required. ▪ 8 years’ experience in a finance and economic regulation environment is required, ▪ Minimum of 5 years’ experience in a tariff/pricing-setting environment is required ▪ Minimum of 5 years of management experience is required.
