Principal Accountabilities
Impact on the Business
- Process people administration transactions according to the standard procedures, policies and agreed service level:
- Staff record maintenance via MSS due to promotion, location change etc.
- non-BAU staff promotion via GCAS
- Staff contract renewal and employment extension for retired staff、
- Handle license de-registration and license related requests:
- Licensing & CPD/CPT reporting
Customers / Stakeholders
- Provide one-stop enquiry and follow-up hotline for People / License issues/inbound requests
- Demonstrate solid knowledge of HR / Licensing policies and procedures to address enquiries from frontline.
- Direct follow-up of CPD/CPT, INS CPD Declaration Forms and MPF SI Annual Return with licensed staff.
Leadership & Teamwork
- Work closely with HR / Licensing Administration Team and relevant working partners in daily management of people administration/licensing requests
- Support the Middle Office team to resolve immediate operational requests
Operational Effectiveness & Control
- Report problem cases to senior manager and provide suggestions on efficiency gains and work improvements.
- Maintain HSBC internal control standards and ensure compliance with the legal requirements and external regulatory requirements.
- Promptly escalation of any violation, and where required, immediate initiation of remedial action.
Major Challenges
Middle Office is expected to provide quality people administration service to support the entire RTD network in resources management and planning. Maintaining an updated and accurate staff record is the key. Jobholder must be detail-minded and possess strong knowledge in HR policies & procedures with required system/operational skills to handle daily requests as well as enquiries from frontline. The jobholder also needs to have updated information on the all licensing requirements to facilitate the monitoring of sales staff’s licensing status, and able to work timely on license de-registration and reporting to make sure HSBC’s compliance with respective regulatory requirement.
Role Context
The jobholder reports to Branch Operations & Service Manager to support central management of people administration tasks, handling of licensing related requests and monitoring of sales staff’s licensing status.
The prime responsibilities are:
- Handle people administration tasks
- Maintain HR staff record accuracy
- Ensure timely de-registration of licenses according to respective regulatory requirements
- Ensure all licensees complying to CPD/CPT and annual reporting requirement.

Observation of Internal Controls
The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.
This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
Role Dimensions
The jobholder will manage and handle all people administration & licensing related requests from the entire RTD network. The role will support business performance through efficient process and maintenance of staff record.
Knowledge & Experience / Qualifications
- University level education in human resources, business or related discipline is preferred.
- Minimum 2 years of HR operations and process or equivalent experience
- Knowledge of HR systems - PeopleSoft MSS, GCAS is definitely an advantage
- Detail-minded with strong analytical and problem solving skills
- Strong interpersonal and communication skills
- Ability to coordinate/control a variety of assignments simultaneously.
- Good team player.
