The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Conducts operational research, productivity analyses and management studies to assist in the management of departmental operations, programs, and services; compiles and/or monitors various administrative and statistical data pertaining to divisional operations; researches information pertinent to task or project; analyzes data and identifies trends; prepares or generates reports; makes recommendations for changes in policies and procedures to improve operations, provide more responsive service, and/or optimize the use of resources; develops recommendations for changes in departmental policies and procedures; and provides technical assistance and information to management to aid decision making.

Performs financial reviews and analyses for the department; compiles and evaluates operational data and cost histories; monitors and reviews billing activities, expenditures, and financial reports; conducts detailed cost analysis; makes recommendations to improve cost and operational effectiveness; and participates in budget development.

Coordinates routine projects for the department, conducted either in-house or via third party contractors, including management studies and various professional services; assists in defining the scope of the project; formulates solutions and recommends problem resolution; facilitates implementation of the project; and provides administrative support to the project as needed. Work at this level is usually relegated to coordination of the department’s participation in major, County-wide projects, and serves in a secondary or subordinate role to the designated construction manager for large capital improvement projects.

Assists division managers with strategic and long-range planning for departmental operations; keeps managers apprised of developments at the state and federal level that impact the department; monitors pending legislation for impact on operations; and oversees compliance with new legislation.

Administers grants for various state and federally funded programs; compiles and submits grant applications; researches funding sources and program opportunities; assists departments with grant activities; and monitors and ensures compliance with all requirements for awarded grants.

Responds to complaints and questions related to County or department operations, activities, or other issues; provides information, researches problems, and initiates problem resolution; and works with supervisors and managers to ensure effective coordination and cooperation across units.

Represents the director and department at various meetings, functions, and events; serves as a liaison to various civic or governmental organizations and committees, task forces, boards, and commissions; confers regularly with officials from the state, authorities, and commissions; provides information about departmental operations; participates in discussions and decisions; and keeps the director apprised of activities.

Supplemental Duties:

• Leading performance analysis and improvement activities for WIOA Adult, Dislocated Worker, Youth, and other workforce programs.
• Developing and maintaining performance dashboards, participant-flow reports, enrollment reports, outcomes reports, and provider-performance reports.
• Supporting State monitoring visits, internal program monitoring, data validation, corrective action plans, and response narratives.
• Reviewing program files, case notes, eligibility documentation, supportive-service records, training documentation, and outcome documentation for accuracy and compliance.
• Assisting with development and revision of local policies, procedures, Board plans, grant applications, strategic plans, Memoranda of Understanding, and partner agreements.
• Conducting research and analysis on labor-market trends, priority industries, employer needs, training-provider outcomes, and emerging workforce opportunities.
• Supporting preparation of Workforce Board meeting materials, committee reports, executive summaries, and required submissions to TCSG Office of Workforce Development, the Atlanta Regional Commission, and other oversight entities.
• Coordinating special workforce initiatives, including apprenticeships, employer-driven training, sector partnerships, youth employment, career pathways, and workforce academy programs.
• Serving as a lead analyst and subject-matter resource for lower-level analysts or program staff, without necessarily having direct supervisory responsibility.

Additional Conditions of Employment

• Must be able to attend evening Workforce Board, committee, employer, community, and partner meetings as required.
• Must be able to travel locally within DeKalb County and the metropolitan Atlanta region for monitoring visits, worksite visits, hiring events, training-provider meetings, and community outreach.
• Must possess and maintain a valid Georgia driver’s license or have reliable transportation for work-related travel.
• Must successfully complete all required County background checks, ethics training, records-management training, and workforce-system training.

Minimum Qualifications:

Bachelor’s degree in Public/Business Administration, a field related to assigned operation, or equivalent technical experience and certification; three years of experience in area of assignment; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Preferred Qualifications:

• Master’s degree in Public Administration, Business Administration, Workforce Development, Human Resources, Social Work, Economics, or a related field.
• Four (4) to six (6) years of progressively responsible professional experience in program analysis, workforce development, grants administration, public administration, performance management, compliance monitoring, fiscal analysis, or a related field.
• Experience working with Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker, Youth, Wagner-Peyser, SNAP Employment and Training, Temporary Assistance for Needy Families, apprenticeship, youth employment, or other publicly funded workforce programs.
• Experience supporting a Local Workforce Development Board, One-Stop Career Center, government agency, nonprofit workforce organization, educational institution, or workforce training provider.
• Experience with grant-funded program operations, contract monitoring, procurement, budget tracking, invoice review, and fiscal reporting.
• Experience preparing reports, memoranda, board materials, policy documents, corrective action plans, performance improvement plans, and executive-level presentations.
• Experience using workforce or case-management systems, including Georgia Workforce System, WorkSource Georgia, Salesforce, or similar data-management platforms.
• Project Management Professional, Certified Public Manager, Lean Six Sigma, workforce development certification, or comparable credential preferred.

Required Knowledge

• Knowledge of federal, state, and local workforce-development laws, regulations, policies, and procedures, particularly WIOA requirements.
• Knowledge of workforce performance measures, including employment in the second and fourth quarters after exit, median earnings, credential attainment, measurable skill gains, and effectiveness in serving employers.
• Knowledge of program monitoring, data validation, participant-file review, corrective action processes, and continuous-improvement practices.
• Knowledge of grant administration, allowable costs, budget monitoring, contract compliance, procurement procedures, and documentation standards.
• Knowledge of labor-market information, employer engagement strategies, sector partnerships, career pathways, work-based learning, apprenticeships, and occupational-training programs.
• Knowledge of public-sector administrative practices, Board governance, open-meetings requirements, and records-retention standards.

Required Skills and Abilities

• Ability to independently analyze complex program, fiscal, operational, and performance data and translate findings into actionable recommendations.
• Ability to develop dashboards, tracking tools, performance reports, work plans, standard operating procedures, and program-improvement strategies.
• Ability to identify performance risks, compliance concerns, data-quality issues, and operational barriers and recommend practical solutions.
• Ability to lead special projects, coordinate cross-functional work groups, and manage multiple assignments with limited supervision.
• Ability to monitor contracts, training providers, service providers, and partner agencies for performance, compliance, deliverables, and fiscal accountability.
• Ability to prepare clear, accurate, and professional reports, correspondence, policy guidance, meeting materials, and executive briefings.
• Ability to communicate effectively with County leadership, Workforce Board members, employers, training providers, community partners, staff, and state oversight agencies.
• Ability to facilitate meetings, present data findings, and support strategic planning, program design, and continuous-improvement discussions.
• Strong proficiency in Microsoft Excel, Word, PowerPoint, Outlook, and data-reporting tools. Advanced Excel skills, including pivot tables, formulas, filters, charts, and data reconciliation, are preferred.
• Ability to maintain confidentiality of participant, employee, fiscal, contract, and other sensitive information.
