Who We Are

Since 2007, ZemiTek has provided technical assistance, project management, information technology (IT), knowledge management, monitoring and evaluation, training and learning development, and institutional support services.

Position Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

 

The MNCH Advisor will advance the United States Department of State (U.S. DoS)' lifesaving humanitarian assistance (LHA) Maternal and Child Health (MCH) programs in Indonesia, in full alignment with the U.S. Presidential Executive Order directives. The Advisor will provide technical support to Indonesia's Ministry of Health (MoH) to strengthen service delivery and institutional capacity for improving maternal, neonatal, and child health outcomes, including polio eradication and measles elimination.

The Advisor will work closely with the U.S. Embassy Jakarta ECON Health Unit, MoH counterparts, and provincial and district health offices to ensure a coordinated, sustainable implementation and development and execution of a responsible, phased transition plan for the U.S. DoS-supported MCH activities to relevant Indonesian government entities. The Advisor will report to and receive technical guidance from the U.S. Embassy Jakarta ECON Health Unit points of contact and the MoH Directorate of Family Health and Directorate of Immunization.

 

Location: Jakarta, Indonesia, with regular travel to project areas in Indonesia.

Responsibilities

Program Management and Technical Leadership (80%)

  • Lead the strategic transition of lifesaving MCH program activities to relevant directorates under MoH, ensuring sustainable institutional capacity and program ownership through the development and implementation of a responsible transition plan, including phased transfer of technical, managerial, and implementation responsibilities to Ministry of Health counterparts, and embedding of quality improvement approaches within national systems.
  • Oversee documentation and knowledge transfer of relevant MCH activities, ensuring continuity of services and responsible transition to GoI counterparts in accordance with the agreed transition roadmap and sustainability plan.
  • Serve as the primary liaison between DoS, implementing partners, MoH, and local governemnt ensuring effective communication and coordination across MCH, polio, and measles initiatives, including coordination on transition planning, milestone tracking, and handover of responsibilities.
  • In collaboration with the U.S. Embassy Jakarta ECON Health Unit and the MoH, provide technical guidance on life-saving activities to implementers, ensuring alignment with U.S. Government and MoH priorities and supporting gradual transfer of technical leadership to MoH counterparts.
  • Review and provide technical input on work plans, monitoring and evaluation (M&E) frameworks, and key project deliverables.
  • With guidance from the U.S. Embassy Jakarta ECON Health Unit and MoH, analyze and interpret public health program data to generate key results and trends, supporting the tracking of MCH, polio, and measles indicators as well as transition readiness indicators and quality improvement performance measures.
  • Participate in and support regular meetings with implementers, contributing to briefings, data calls, and ad hoc analyses as required, including review of transition progress and sustainability planning.
  • Identify and address implementation challenges, ensuring effective use of U.S. Government resources and achievement of program objectives for MCH, polio, and measles.

Stakeholder Coordination and Representation (20%)

  • Serve as a technical subject matter expert, engaging with MoH counterparts and other stakeholders to advance the America First Global Health Strategy, with focus on MNCH, polio, and measles and supporting the institutionalization of sustainable systems through a structured transition approach.
  • Support joint work planning and oversight of MNCH, polio, and measles interventions with implementers and MoH directorates, and provincial and districts health offices, while ensuring alignment and integration of a comprehensive, phased transition plan, including monitoring of handover milestones and sustainability benchmarks.
  • Attend meetings with the Government of Indonesia (GoI) and development partners, providing timely reports and key takeaways on MCH, polio, and measles topics, including updates on transition progress, capacity transfer, and institutionalization of quality improvement approaches.
  • Foster strong working relationships with the GOI counterparts and implementers to ensure alignment and collaboration across all relevant activities, including shared ownership of the transition process and long-term sustainability of program outcomes.

 

REPORTING:

  • Submit a detailed monthly report to the U.S. Embassy Jakarta ECON Health Unit by the 5th day of the following month.
  • Submit weekly progress updates with key successes to the U.S. Embassy Jakarta ECON Health Unit and participate in weekly calls.

Qualifications

  • Advanced degree in Medicine, Nursing, Public Health, or a related field required.
  • Additional certifications in knowledge management and monitoring and evaluation are an asset.
  • Minimum of seven (7) years of progressively responsible experience in public health programming, preferably with the U.S. government or other bilateral/multilateral organizations.
  • Demonstrated expertise in the design, implementation, monitoring, and evaluation of MNCH, polio, and measles programs.
  • Strong knowledge of Indonesia’s health sector, national health information systems, and M&E frameworks.
  • Proven ability to analyze epidemiological data and translate findings into actionable program improvements.
  • Excellent written and verbal communication skills, with the ability to present complex information clearly to diverse audiences, including senior leadership.
  • Strong project management, analytical, and technical skills, with experience reviewing and providing feedback on technical documents and reports.
  • Ability to work independently, manage multiple priorities, and adapt to changing circumstances.
  • Exceptional interpersonal skills, including diplomacy, tact, and the ability to build consensus among multiple stakeholders.
  • Experience mentoring and building capacity of local organizations, including government and civil society partners.
  • Proficiency in Microsoft Office and web-based data management tools; ability to quickly learn new systems.
  • Professional proficiency in spoken and written Bahasa Indonesia is required. 
  • Fluency in written and spoken English is required.
