Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine, UN Women delivers results across its strategic priorities through its triple mandate of normative support, UN system coordination, and operational activities, mobilizing urgent and sustained action to advance gender equality and the empowerment of all women and girls. Prior to the full-scale invasion, UN Women had already been actively supporting national priorities, including women’s political participation, gender-responsive public policy, and women’s economic empowerment.

From the start of the Russian Federation’s full-scale invasion of Ukraine (24 February 2022) until 30 November 2025, the United Nations has documented 743 cases of conflict-related sexual violence (590 men, 136 women, 15 girls and two boys). Among these cases, 664 were perpetrated by Russian officials against 523 men, 124 women, 15 girls, and two boys. Other 79 cases were perpetrated by Ukrainian officials against 67 men and 12 women. The Office of the Prosecutor General of Ukraine reported 412 facts of CRSV (244 women, 145 men, 1 boy and 22 girls) as of 2 December 2025 perpetrated by Russian Federation authorities.
On 3 May 2022, the Government of Ukraine and the United Nations signed the Framework of Cooperation on the Prevention and Response to Conflict-Related Sexual Violence, establishing justice and accountability alongside comprehensive, survivor-centered services as core pillars of action. Supported by UN Women and the UN Country Team, the Framework has been operationalized through successive Implementation Plans, culminating in the adoption of the 2026–2027 Implementation Plan, which reinforces national leadership, coordination, and survivor-centered approaches. Structured around five priority areas—ranging from trafficking and survivor assistance to justice, security sector reform, and reparations—the Framework is implemented through dedicated inter-agency working groups co-chaired by the Office of the SRSG-SVC with UN entities and national counterparts.

Women-led civil society organizations and women human rights defenders have played a pivotal role in responding to urgent humanitarian and protection needs, often acting as first responders in high-risk and hard-to-reach areas. Grassroots women’s CSOs have delivered critical psychological support, protection counseling, and free legal aid to CRSV survivors and their families, frequently filling gaps left by disrupted formal services and referral pathways. Beyond service delivery, these organizations have strengthened social cohesion between displaced and host communities and advanced national and international advocacy for peace, recovery, reconstruction, and reparations for CRSV survivors and other victims of the conflict.

UN Women has worked closely with government counterparts, the United Nations Country Team, women-led civil society organizations, survivors’ networks, and other key partners to support the operationalization of the Framework of Cooperation (FoC). Following the adoption of the initial FoC Implementation Plan in 2022 and its subsequent update in 2023, the Government of Ukraine has recently adopted a new Implementation Plan for 2026–2027, reaffirming national leadership and commitment to sustained, system-wide action on conflict-related sexual violence (CRSV). The 2026–2027 Implementation Plan builds on lessons learned and evolving needs, strengthening coordination, accountability, and survivor-centered approaches across institutions and sectors.

At the same time, Ukraine's evolving governance landscape creates an urgent need for strengthened governance and leadership capacities across national and subnational institutions. Ongoing restructuring and personnel changes within government institutions, the prospect of national and local elections following the lifting of martial law, and the increasing demands of the EU accession process require adaptive, resilient, and strategically oriented public administration. Particular attention will be needed to support leadership capacities for managing complex reforms, coordinating accession-related commitments across ministries and levels of government, and ensuring policy continuity during periods of political transition. The opening of the first negotiation clusters, including Fundamentals and External Relations, as well as the anticipated opening of the remaining clusters, will further increase demands on government institutions to strengthen governance systems, policy coordination, strategic planning, stakeholder engagement, accountability mechanisms, and evidence-based decision-making. In this context, enhanced governance and leadership capacities will be critical to ensuring effective implementation of EU-related reforms, sustaining democratic governance standards, and maintaining momentum on Ukraine's accession pathway.

Description of Responsibilities /Scope of Work

Reporting primarily to the Women Protection Adviser, Head of the CRSV response team, and closely working with the Head of the Governance and Leadership Programme on relevant financial management issues, the National Consultant on Programme  Financial Management and Reporting coordinates and contributes to the effective financial planning, implementation, monitoring, and reporting of CRSV programme activities, and Governance and Leadership financial planning activities in line with UN Women rules, regulations, policies, and procedures. The incumbent analyzes programme and financial performance, supports quality assurance and compliance, and ensures the timely delivery of results in accordance with approved workplans and budgets. The National Consultant on Financial Management and Reporting works in close collaboration with programme and operations teams, as well as relevant colleagues at the Regional Office and Headquarters, to facilitate coordination, resolve implementation and finance-related issues, and ensure the efficient flow of information for programme management and oversight.

The assignment will include, but not be limited to, the following tasks:

GOVERNANCE AND LEADERSHIP PROGRAMME (20%)

1. Provide support to the financial management of the projects within the Governance and Leadership Programme:  

• Ensure that project budgets, and revisions are accurately managed in Quantum, including project closure and tracking of unutilized funds
• Prepare regular financial monitoring reports, including budget tracking and expenditure analysis
• Process and validate financial documentation, including FACE forms, vouchers, and financial reports
• Maintain internal expenditure control systems and accurately record financial transactions in Quantum
• Support procurement and payment processes through timely creation of requisitions, receipts, and cost-recovery actions Financial data and records maintained in compliance with UN Women rules and procedures

CRSV PROGRAMME (80%)

2. Coordinate programme financial planning, implementation, and delivery of CRSV interventions

• Coordinate the financial planning and implementation of programme activities under the CRSV portfolio, ensuring alignment with approved financial arangements, results frameworks, and donor agreements. 
• Review and/or verify programme finances, budgets, and implementation modalities to ensure consistency, feasibility, and compliance with UN Women rules and procedures. 
• Monitor programme financial delivery against targets and timelines, identify implementation issues, and coordinate timely corrective actions. 
• Support the preparation and consolidation of programme financial documents, including workplans, budgets, and revisions. 
• Coordinate inputs for programme financial planning and implementation processes, ensuring internal consistency and alignment with corporate priorities. 

3. Coordinate financial monitoring, analysis, and reporting of CRSV programme results

• Coordinate the financial monitoring of programme implementation through established results-based management tools and systems. 
• Analyze programme financial delivery, and performance indicators to support informed decision-making and effective programme management. 
• Review and/or verify financial reports from implementing partners and ensure accuracy, completeness, and compliance with reporting requirements. 
• Coordinate the preparation of high-quality programme financial reports, including donor and corporate reporting. 
• Ensure timely and accurate entry and management of programme data in corporate systems. 

4. Ensure programme quality assurance, compliance, and risk management of CRSV programme

• Review programme financial processes and delivery mechanisms to ensure compliance with UN Women rules, regulations, policies, and procedures. 
• Identify operational and financial and partner-related risks and support the development and monitoring of mitigation measures. 
• Coordinate financial quality assurance of partner agreements, deliverables, and reports to ensure alignment with programme objectives and accountability standards. 
• Support audit processes and follow-up on audit recommendations related to programme implementation. 
• Contribute to strengthening internal financial controls and oversight mechanisms within the CRSV portfolio. 

5. Support knowledge management and programme learning

• Compile, analyze, and synthesize information on CRSV programme implementation, results, and lessons learned from the operations and financial management viewpoint.
• Support the documentation of good practices and operational experiences in CRSV programme financial management and operations. 
• Ensure proper filing and documentation of CRSV programme operations and financial records in line with corporate requirements. 

6. Support resource mobilization and programme communication

• Provide inputs to the preparation of CRSV programme financial proposals, including in concept notes, and donor reports. 
• Compile financial data information required for donor briefings and visibility materials. 
• Support communication efforts by providing accurate financial information and results data. 

7. Facilitate capacity building and technical support to implementing partners

• Support capacity-building initiatives for implementing partners on CRSV programme financial management, reporting, and compliance requirements. 
• Provide guidance to partners on financial implementation modalities, reporting standards, and operational procedures. 
• Monitor partner performance and provide feedback to improve CRSV programme delivery. 

Consultant’s Workplace and Official Travel

• This is home-based consultant position.

Financial arrangements

• Payments will be disbursed on a monthly basis upon submission of the monthly narrative reports by the Consultant and their endorsement by UN Women.
• The level of remuneration will be established based on the UN salary scale.

Inputs

• UN Women will provide the Consultant with background materials related to the assignment.
• The consultant is expected to work using her/his own computer.

Required Qualifications

Education and Certification:

• MA degree in Business, Public Administration, Social Sciences, Mathematics, Computer Science or related areas is required. 
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:

• At least 1 year with Master’s degree of progressively responsible experience in programme and/or financial management, preferably in development or humanitarian contexts; 
• Proven experience in financial planning, budgeting, monitoring, and reporting within complex programme environments
• Experience in financial oversight of implementing partners, including review of financial reports and ensuring compliance with donor requirements.
• Experience with EU-funded programmes and familiarity with EU financial rules, reporting requirements, and compliance frameworks is highly desirable. 
• Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable
