Description

GENERAL DESCRIPTION: The Water Resource Crew Chief plays a vital role in the Town of Landis’s water and sewer infrastructure operations. This position requires advanced technical knowledge, independent problem-solving skills, and leadership in the field. Under limited supervision, the technician oversees and participates in the installation, maintenance, and repair of water distribution and sewer collection systems, including pump stations and related equipment. A minimum of a “C” Distribution and Collections 1 certifications are required, with additional certifications strongly preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Lead and execute the installation, repair, and inspection of water and sewer lines.
  • Plan and assign daily work, Lead / Supervise on site operations, coach and evaluate field staff performance including on site safety standards ensuring the proper use of PPE.
  • Prepare and review technical reports, regulatory submissions, work orders and maintenance logs. 
  • Perform technical maintenance on pump stations, lift stations, and water pumping systems.
  • Monitor pumping schedules and ensure systems operate efficiently and in compliance with safety standards.
  • Responds to public requests and concerns, conducts on-site inspections, and meets with residents to provide information and solutions.
  • Maintain accurate records, including daily logs, repair reports, and work orders.
  • Operate heavy equipment and tools in accordance with safety and regulatory guidelines.
  • Support asphalt repairs, pothole filling, and restoration of utility cuts.
  • Assist with right-of-way maintenance including mowing, debris removal, limb trimming, and vegetation control.
  • Perform traffic control and establish safe work zones for crew operations.
  • Conduct job site restoration, basic landscaping, and post-project cleanup.
  • Participate in the maintenance of vehicles, equipment, and other public works assets.
  • Mentor junior staff and provide on-the-job training where needed.
  • Execute other duties as assigned by the Public Works Director or Foreman.
  • Assist all departments of Public Works as determined by the Public Works Director.

Requirements

 KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Extensive knowledge of water and sewer line installation, maintenance, and repair practices.
  • Understanding of federal, state, and local regulations governing water distribution and wastewater systems.
  • Considerable knowledge of the principles and practices of public utilities layout and design, construction, and maintenance of water and wastewater utility distribution and collection systems and water treatment and wastewater treatment facilities.
  • Considerable knowledge of the operation, maintenance, plumbing, mechanical, and electrical repairs of water pumping and sewer life station equipment.
  • Ability to read and interpret engineering drawings, utility maps, and technical specifications.
  • Ability to perform basic mathematical calculations.
  • Familiarity with utility operations software, maintenance records systems, and regulatory reporting tools.
  •  Ability to work effectively with the public, developers, and contractors.
  • Considerable knowledge of federal, state, and local laws including OSHA regulations pertaining to public utilities functions. 

PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, use hands to finger, handle, or feel; reach with hands and arms, climb or balance, and stoop, kneel, crouch, or crawl. The employee is occasionally required to sit. The employee must be able to perform heavy work exerting up-to 100 pounds of force occasionally, and/or up-to 50 pounds of force frequently, and/or 20 pounds constantly to lift objects. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  

WORK ENVIRONMENT: Work is generally performed in both inside and outside environmental conditions in which the employee is subject to workplace hazards including exposure to operating mechanical equipment creating fumes, odors, dust, and atmospheric conditions with extreme cold and heat for extended periods of time. Employee is subject to a level of noise requiring workers to shout in order to be heard above the ambient noise level. In addition, the employee is subject to a chance of injury from walking or standing in a construction site.

EDUCATION AND EXPERIENCE:

  • High school diploma or GED required.
  • Minimum of 2-3 years of experience in water and wastewater utilities.
  • An equivalent combination of education, training, and experience will be considered.

SPECIAL REQUIREMENTS: 

  • Possession of or the ability to obtain and maintain a valid North Carolina Class A Commercial Driver’s License along with Tanker Endorsement. 
  • Must obtain a minimum of a C Distribution Water Certification within a reasonable time frame as established by the Town of Landis. 
  • Must obtain a minimum of a Class 1 Collection Certification within a reasonable time frame as established by the Town of Landis.
  • Completion of NIMS coursework applicable to the position.
  • Required to be available for on-call rotation, including nights, weekends, and holidays.
  • Must respond to emergency or inclement weather events.
  • Confined space entry, and trench safety preferred.
  • First aid and CPR certification.
  • Must be reachable and able to respond outside of normal operating hours. 

*The Town of Landis will allow up to three (3) chances to pass required certification classes, after which, termination or transfer will be considered.

DRUG TESTING: This position requires the employee to be subject to random drug testing as per the Town of Landis Policy.
