Responsibilities

Requires experience in large-scale infrastructure or complex construction environments, preferably within a highly regulated nuclear licensed site. Candidates should possess strong interpersonal skills and a proven track record of delivery within a matrix organization.

Full job description

Sizewell C’s business is to design, finance, construct, commission, operate, maintain, and eventually decommission the nuclear power plant and related infrastructure at Sizewell C in Suffolk. Overall, whilst the Company is in the construction phase, the Boards’ principal focus is on the development and construction of Sizewell C on time, on budget and to the highest quality and safety standards. The Company is maturing to meet all these requirements.

 

Sizewell C is economically regulated by OFGEM under the Regulated Asset Base (RAB) model similar to other UK electricity distribution networks and Thames Tideway.

 

Sizewell C construction strategy is to replicate the design of Hinkley Point C, using the majority of the same supply chain, but innovating in the way it is delivered to achieve savings in time and cost of around 20%. The CCO will need to be guided by and incorporate lessons learned from the Hinkley Point C commercial delivery to achieve Sizewell C’s ambition.

 

Following Financial Completion and Revenue Commencement, Sizewell C is fully funded and is owned by; The Secretary of State for Energy Security and Net Zero representing HM Government, La Caisse, Centrica, EDF and Amber Infrastructure.

 

Sizewell C is entering an exciting phase of growth as we mature into an independent organisation and continue building one of the UK’s largest and most important energy projects. We’re looking for motivated a delivery‑focused Senior Project Manager with experience in large‑scale infrastructure, engineering or complex construction environments.

 

 

Project Manager – Hold Point Manager

 

Location: London, (Occasional Ipswich/Bristol/ Site travel)

Contract: Permanent, full-time.

Overview

The Hold Point Manager (HPM) is responsible for ensuring the management of, and delivery of appropriate and adequate evidence to allow timely discharge of key hold point(s) owned by the SZC Civil Works Programme (CWP) in accordance with LC19 requirements in compliance with the Hold Point management process. This role is primarily for, but not limited to, the Concrete Pour Capability Demonstration and First Nuclear Safety Concrete Hold Points. This includes:

  • Preparing and presenting the Management of Expectations document to the Hold Point Panel
  • Project management and integration with other functions to deliver the right quality of evidence to programme for release of the hold point(s)
  • Expediting and collating the evidence required for the Hold Point Review Document
  • Maintaining evidence tracker(s) and presenting progress on a monthly basis
  • Presenting back to the Hold Point Panel to expedite the release of the Hold Point
  • Managing and engaging with key stakeholders to ensure timely release of the Hold Point

The HPM is a key role in ensuring the adequacy of evidence presented for release of hold points on the SZC construction site and will be instrumental in facilitating the Office for Nuclear Regulation’s flexible permissioning process where required.

 

Framework & Boundaries

Working with the construction teams and across the programmes, the Hold Point Manager is instrumental in ensuring that hold points are released in a timely manner to the required quality standards to allow construction to proceed.

The role will require them to have good interpersonal skills and be a skilled influencer across all levels of the business. The individual will be required to influence individuals at senior levels across different directorates of the SZC Project to produce the right quality deliverables.

 

The Hold Point Manager will be working within the Civil Work Alliance as an “Owner’s Participant”. The Civil Works Alliance is formed of 3 contractors and the Client (Sizewell C). The Owner’s Participant ensures that “best for project” decisions are made.

 

Principal Accountabilities, Activities and Decisions

  • Own and lead the timely delivery and release of defined hold points to the right quality standards.
  • Challenge the evidence presented across several topics and provide feedback on the adequacy of evidence provided.
  • Balance the demands of the business against delivery workload to optimise release of hold points to meet programme requirements.
  • Coach and mentor the wider project on the implementation of SZC arrangements for managing and successfully releasing hold points to support the continuation of construction and commissioning activities at SZC site.
  • Support the identified Hold Point Managers in leading presentations and justification of the evidence to the CWP, Hold Point Panel, and Regulators as appropriate.
  • Oversee the quality of evidence provided to manage and release identified tertiary hold points at SZC site.
  • Set the direction to allow timely and effective discharge of ONR’s flexible permissioning at SZC site.

 

Nuclear Safety Accountabilities

 

This Post will have nuclear safety responsibilities which could have an impact on nuclear safety through the activities that they perform. These are detailed in the Nuclear Baseline.  

 

Dimensions

  • Accountable to the CWA Head of NI Delivery for delivery of hold points to the required quality and programme. This includes effective stakeholder engagement in the discharge of the hold points.
  • Responsible for the quality and effectiveness of the authoritative advice provided. This may be on technical areas of delivery, or non-technical areas such as adequacy of compliance with processes.
  • Required to drive and influence the performance of others within the project outside line management control to deliver to quality and programme.
  • Based between SZC London and Ipswich offices, and SZC Site with some flexibility to work remotely (as agreed).

 

Knowledge & Skills

  • Good knowledge and understanding of UK regulatory requirements and nuclear site licence compliance.
  • Ability to identify key internal and external stakeholders and decision makers, to influence delivery to the right quality on time across the project and wider SZC organisation
  • Excellent stakeholder management skills with the ability to develop a wide network across the business at all levels and build trust-based relationships across SZC, HPC, EDF Energy and the wider construction industry.
  • Ability to work independently and be proactive, recognising issues ahead of time and finding innovative solutions to unforeseen obstacles.
  • Demonstrable experience of problem-solving skills in technical topics.

 

Desirable

  • Knowledge of ONR Nuclear Site Licence Conditions
  • Application of ONR flexible permissioning arrangements on a nuclear licensed site

 

Qualifications & Experience

  • Experience of managing delivery in a matrix management organisation.
  • Proven track record of delivering within a large project.
  • Experience of working within highly regulated environment (preferable Nuclear License Site experience)

 

Desirable

  • University degree and/or equivalent qualification required, technical subject preferred.
