Position Summary

Pendleton Solutions is seeking an experienced Industrial Security Specialist with specialized knowledge of DD254 administration to support a Department of Defense program in Arlington, Virginia.

The Industrial Security Specialist will provide technical security support by drafting, reviewing, updating, coordinating, and maintaining DD254 and associated security documentation. The successful candidate will interpret changes to industrial security policy, recommend implementation strategies, and support industrial security activities involving prime contractors and subcontractors.


Key Responsibilities

  • Draft DD254s for prime contractors and subcontractors and revise existing forms as contract or security requirements change.
  • Coordinate draft DD254s through the appropriate review and government security approval processes.
  • Maintain complete, accurate, and digitally accessible supporting documentation for each DD254.
  • Validate contractor facility clearances and authorized storage levels.
  • Coordinate with Personnel Security personnel to verify DD254 status before processing contract personnel for Special Access Program access.
  • Prepare and coordinate National Interest Determinations.
  • Provide guidance to government personnel, contractors, and stakeholders regarding DD254 requirements and processes.
  • Communicate changes to applicable industrial security policies, regulations, and guidance.
  • Create, update, and maintain the official DD254 database of record.
  • Develop and maintain Special Access Program addenda required for classified DD254s.
  • Prepare written monthly reports summarizing DD254 submissions, approvals, and outstanding actions.
  • Document the reasons for approval delays exceeding 30 days and provide recommended follow-up actions.
  • Develop summary reports identifying key trends, recurring issues, and risks affecting DD254 coordination and approval.
  • Support additional industrial and program-security activities as assigned.

Required Qualifications

  • Active Top Secret security clearance (current within the last five years).
  • Bachelor’s degree in security management, criminal justice, business administration, or a related discipline. Equivalent relevant experience may be considered as follows:
    • Six additional years of directly related experience may substitute for a bachelor’s degree; or
    • An associate degree plus four additional years of directly related experience may substitute for a bachelor’s degree.
  • Five or more years of progressively responsible industrial security experience.
  • Demonstrated experience drafting, coordinating, updating, and maintaining DD254s.
  • Working knowledge of:
    • National Industrial Security Program Operating Manual
    • Defense Counterintelligence and Security Agency requirements
    • Intelligence Community Directives
    • DoD Manual 5205.07, Volumes 1–4
    • Joint Air Force-Army-Navy security requirements
  • Knowledge of the Department of Defense acquisition and contracting process.
  • Experience validating facility-clearance and classified-storage requirements.
  • Ability to interpret security regulations and translate changes into practical implementation recommendations.
  • Strong written communication, documentation, analytical, and organizational skills.
  • Proficiency with Microsoft Office applications and security-tracking databases.
  • Excellent written and verbal communication skills with the ability to brief senior government and contractor leadership.
  • Ability to manage multiple priorities while working independently and collaboratively.
  • Ability to work onsite in Arlington, Virginia.
  • Must meet customer suitability requirements.

Preferred Qualifications

  • Experience supporting Special Access Programs or a major Department of Defense acquisition program.

  • Familiarity with Intelligence Community Directive 705, including physical and technical requirements for Sensitive Compartmented Information Facilities.

  • Experience preparing National Interest Determinations and Special Access Program addenda.

  • Security Fundamentals Professional Certification.

  • Special Program Security Certification.

Security Fundamentals Professional Certification may count toward three years of required experience. Special Program Security Certification may count toward five years of required experience. The maximum experience equivalency permitted through Security Professional Education Development certifications is five years.
