| What we are looking for
The Member Compliance team oversees member compliance with by-laws and rules and is the second line of defense. The team investigates, takes remedial action on and supports adjudication of compliance complaints and advises the first line of defense business units on compliance matters. The team builds and maintains strong relationships with internal stakeholders and members to promote the risk-based compliance framework.
The Director, Member Compliance will report to the Vice President, Compliance, Privacy and Bank of Canada Affairs. An integral member of the team, the responsibilities of the Director, Member Compliance include:
Member Compliance
- Provide guidance and advice with respect to member compliance matters.
- Monitor and enforce member compliance with by-laws and rules and recommend risk-based escalations for potential contraventions.
- Lead investigations of potential member contraventions.
- Support the response investigation process for fraud and other operational related incidents.
- Regularly evaluate and provide recommendations, where applicable, to enhance and mature the member compliance program in place for current and future systems.
- Foster relationships with compliance industry peers to track regulatory developments, peer insights, enforcement priorities and trends and benchmark best practices.
- Support review of membership applications and registrations and reports to the board.
- Review and provide sign off on recommendations to the President and CEO regarding compliance complaints, member requests for extensions for the use of financial institution numbers and other member compliance matters.
- Provide support in drafting the annual compliance report to the board.
- Provide guidance and advice with respect to the development of new rules and rule amendments, as applicable.
- Draft documentation such as training/education materials, reports to board, correspondence, etc. as required.
Leadership, People and Team Development
- Develop, implement, and maintain a divisional strategy in line with the organizational strategy, designed to enhance or reliably sustain existing services over the longer term, and to proactively identify opportunities for new or amended services.
- Provide strong leadership to the divisional team, ensuring the necessary tools and support are in place to enable the team to be successful.
- Monitor and measure performance of divisional goals against Payments Canada’s strategic goals, as well as plans in support of the corporate scorecard.
- Attract and retain professionals with the skill sets and competencies needed to deliver Payments Canada’s strategic priorities.
- Responsible and accountable for all aspects of the talent management cycle (i.e., workforce planning, recruitment, performance management, staff development, succession) for the team, including developing group and individual development plans for team members to support a culture of continuous learning and development.
- Provide leadership to the team through the creation of a compelling vision and ensure that the necessary tools and support are in place to enable the team to succeed.
- Champion Payments Canada’s culture, both internally and externally.
- Establish and operate within budget and ensure compliance with budgetary and financial administration requirements.
- Encourage an open and energetic working environment and, by example, demonstrate that the team supports the entire organization to meet internal/external objectives.
Professional Development
- The incumbent expects to spend approximately five to 10 days annually attending courses and seminars, following in-house self-study courses, and pursuing reading and research in order to maintain the skills required in the performance of the duties associated with this position.

| What you need to be successful
- Undergraduate degree in law, political science, business administration, or related field.
- Minimum of ten (10) years’ experience in compliance function, preferable within the financial services industry, including five (5) years of leadership experience.
- Experience liaising with internal and external stakeholders at all levels.
- Experience in delivering briefings to senior leadership.
- Knowledge of the Canadian financial services industry.
- Eligibility to successfully complete background checks that will be carried out by Payments Canada, including criminal, credit, identity, employment, and education checks.
- Travel within Canada may be required.
| Salary range
Our target starting rate for this role is $143,650 with flexibility based on your experience and qualifications. The full salary range and benefits package are detailed below.
