Position Summary
The Behavioral Health Program Manager provides strategic leadership for Pacific Health Group's Behavioral Health Department by overseeing clinical operations, program development, quality improvement, regulatory compliance, community partnerships, and staff development.
This leader ensures the delivery of high-quality, evidence-based behavioral health services while expanding access to care through innovative community engagement, street outreach collaboration, and integrated care initiatives. The Program Manager partners closely with executive leadership, county agencies, managed care organizations, healthcare providers, and community organizations to strengthen Pacific Health Group's behavioral health presence throughout California.
Essential ResponsibilitiesClinical Leadership & Program Operations
Provide operational and clinical leadership for the Behavioral Health Department.
Oversee daily program operations to ensure efficient, high-quality service delivery.
Develop, implement, and evaluate evidence-based behavioral health programs.
Establish workflows that improve clinical efficiency, quality, and patient outcomes.
Monitor clinician productivity, documentation, and caseload distribution to ensure appropriate workloads.
Lead interdisciplinary case conferences and provide consultation on complex clinical cases.
Support crisis intervention efforts and provide clinical guidance for high-risk situations.
Participate in strategic planning and behavioral health program expansion initiatives.
Community Engagement & Street Outreach
Lead behavioral health community outreach initiatives that increase access to services for underserved populations.
Collaborate with Pacific Health Group's Street Outreach, Community Health Worker (CHW), Enhanced Care Management (ECM), Community Supports (CS), and Care Coordination teams to provide integrated, whole-person care.
Build and maintain partnerships with county behavioral health departments, hospitals, Federally Qualified Health Centers (FQHCs), managed care plans, community-based organizations, shelters, schools, and other referral partners.
Represent Pacific Health Group at community meetings, provider collaboratives, networking events, behavioral health coalitions, and community health fairs.
Identify service gaps and develop outreach strategies that improve access to behavioral health services.
Support new county expansion efforts through community engagement and partnership development.
Promote culturally responsive, trauma-informed, and person-centered care across all outreach initiatives.
Clinical Supervision & Staff Development
Provide clinical supervision and mentorship to licensed and associate clinicians.
Support differential diagnosis, treatment planning, documentation, and evidence-based interventions.
Develop onboarding programs and ongoing education for behavioral health staff.
Conduct performance evaluations, coaching sessions, and professional development planning.
Foster a culture of accountability, collaboration, innovation, and continuous learning.
Assist with recruitment, interviewing, hiring, and retention of behavioral health staff.
Quality Assurance, Compliance & Risk Management
Ensure compliance with HIPAA, California behavioral health regulations, Board of Behavioral Sciences (BBS) standards, Title 22 requirements, payer guidelines, and company policies.
Conduct regular documentation audits and quality assurance reviews.
Monitor clinical outcomes using standardized behavioral health assessment tools.
Oversee risk management activities including crisis response, mandated reporting, duty to warn, and patient safety initiatives.
Develop corrective action plans and quality improvement initiatives when needed.
Maintain compliance with licensing, credentialing, and continuing education requirements.
Strategic Partnerships & Organizational Growth
Develop strategic relationships that strengthen Pacific Health Group's behavioral health network.
Collaborate with executive leadership to identify opportunities for service expansion and new program development.
Support implementation of California CalAIM initiatives and integrated care models.
Participate in community needs assessments and identify emerging behavioral health trends.
Assist with grant opportunities, partnership development, and operational growth strategies.
Serve as a behavioral health ambassador for Pacific Health Group throughout California.
QualificationsRequired
Master's degree in Social Work, Marriage & Family Therapy, Counseling, Psychology, or a closely related behavioral health field.
Active California license as an LMFT, LCSW, or LPCC in good standing.
Minimum three (3) years of post-licensure clinical experience.
Minimum three (3) years of behavioral health leadership or management experience.
Demonstrated experience supervising licensed or associate clinicians.
Strong knowledge of evidence-based behavioral health practices, California behavioral health regulations, HIPAA, BBS standards, and integrated care models.
Experience working with diverse populations and individuals experiencing complex behavioral health needs.
Excellent leadership, communication, organizational, and relationship-building skills.
Preferred
Doctorate (PhD, PsyD, DSW) preferred.
Experience with California CalAIM, Enhanced Care Management (ECM), Community Supports (CS), Street Outreach, or Community Health Worker (CHW) programs.
Experience serving individuals experiencing homelessness, serious mental illness, substance use disorders, or justice involvement.
Established relationships with county behavioral health departments, managed care organizations, hospitals, or community-based organizations.
Experience leading program development, quality improvement, and behavioral health expansion initiatives.
