Are you a thoughtful, relationship-driven professional who understands how recruitment, onboarding, engagement, and retention shape the employee experience? The Workforce Engagement Administrator may be the opportunity for you.

The Workforce Engagement Administrator develops, implements, and continuously improves workforce strategies across the employee lifecycle. Serving as a strategic partner to leadership, this position uses workforce data, employee feedback, and organizational insight to identify trends, strengthen workplace culture, and support measurable improvements in engagement, retention, and operational effectiveness.

Working within NTECC’s high-performance public safety environment, this position builds trusted relationships across the organization, supports employee development and career mobility, coordinates recognition and engagement programs, and provides leadership with factual, objective, and solution-oriented information.

What You’ll Do

Employee Lifecycle Strategy

Create, implement, and continuously improve employee lifecycle programs, including recruitment, onboarding, engagement, and retention initiatives.
Develop strategies to improve the employee experience through proactive feedback collection, analysis, and program implementation.

Recruitment and Candidate Experience

Support recruitment activities, including scheduling, communication, and candidate coordination.
Help ensure every candidate receives a consistent and professional experience.
Track recruitment metrics and provide updates as needed.

Onboarding and Early Tenure

Design, implement, and continuously improve a comprehensive onboarding program that welcomes new employees and introduces them to NTECC’s mission, values, and culture.
Lead a structured onboarding experience that builds engagement, connection, and clarity of expectations throughout an employee’s first 90–180 days.
Establish and monitor onboarding milestones to support successful integration into NTECC and the employee’s assigned team.
Partner with Operations, Training, and leadership to align onboarding, job-specific training, and long-term employee success.
Use employee feedback and performance data to evaluate onboarding effectiveness and improve early-tenure outcomes.

Employee Engagement

Serve as an integral member of the NTECC Employee Engagement Committee.
Assist with planning and implementing employee engagement initiatives and programs.
Build relationships with employees to understand morale, workplace concerns, and organizational dynamics.
Identify trends affecting the employee experience and communicate relevant observations to leadership.
Exercise professionalism and appropriate discretion while ensuring significant information is shared with management.

Retention and Workforce Data

Track workforce information, including turnover, attendance, engagement, and retention trends.
Identify patterns affecting employee satisfaction and organizational retention.
Provide regular updates and actionable information to leadership.
Support initiatives designed to strengthen employee retention.

Employee Development and Career Path Support

Support employee growth, career development, and upward-mobility initiatives.
Help employees understand career pathways and advancement opportunities.
Promote available training and professional-development programs.

Supervisor and Leadership Support

Coordinate and support supervisor engagement efforts.
Share relevant employee feedback and workforce observations with leadership.
Support consistency in organizational communication and expectations.

Recognition, Incentives, and Communication

Coordinate employee recognition and incentive programs.
Track participation and assist in evaluating program effectiveness.
Assist with drafting and distributing internal communications.
Support clear and consistent organizational messaging.

Reporting and Communication

Provide regular updates to leadership regarding employee engagement and workplace trends.
Escalate significant concerns in a timely and appropriate manner.
Ensure reports and communications are factual, objective, and solution-oriented.
Perform other duties as assigned.

What You Bring to NTECC

Knowledge of employee engagement, organizational development, and workforce-retention practices.
Experience designing or implementing workforce programs.
The ability to build credible and professional relationships with employees, supervisors, and organizational leadership.
Experience using employee feedback and workforce data to identify trends and recommend improvements.
Strong written and verbal communication skills.
Sound professional judgment and the ability to handle sensitive information with discretion.
Strong organizational, event-planning, and project-management skills.
The ability to manage competing priorities and remain responsive and solution-oriented in a high-stress, shift-based public safety environment.

Qualifications

Minimum Qualifications

Education: Bachelor’s degree in Human Resources, Communications, Public Administration, or a related field. Equivalent work experience may be considered in lieu of education.
Experience: Five years of progressively responsible experience in human resources, employee engagement, organizational development, or workforce analytics, including direct responsibility for designing or implementing workforce programs.
Strong interpersonal and written and verbal communication skills.
Must speak, read, and write in English.
Must pass all applicable pre-employment screenings, including a drug screen and background investigation.
A valid Texas Driver’s License may be required, or the employee must be able to obtain one within 90 days of employment.
Must pass an FBI criminal-background fingerprint check and comply with state and federal criminal-justice information-security requirements.

Preferred Qualifications

Human resources certification, such as PHR or SHRM-CP, or an equivalent credential.
Experience working with first responders or emergency communications professionals.
Strong event-planning and project-management skills.
Experience working in a public safety, high-stress, or shift-based environment.

Any work-related experience resulting in acceptable proficiency in the minimum qualifications may substitute for the specified education and experience requirements.

License and Certification

Depending on NTECC’s needs, additional licenses and certifications may be required.
