NRHA’s Vision and Mission

At the Norfolk Redevelopment and Housing Authority (NRHA), we’re proud to be the largest housing and redevelopment authority in Virginia and a leader in real estate development and property management across the country. Since 1940, we’ve been working to revitalize and improve neighborhoods in Norfolk.

NRHA is an award-winning public housing authority and is designated by the Department of Housing and Urban Development (HUD) and has been especially effective in obtaining private investment partners to fund new neighborhoods; improving low-income public housing; planning and building mixed-income communities; and offering programs that support residents receiving rental assistance on their path to self-sufficiency. NRHA aims to create and apply meaningful housing and neighborhood development programs to serve all residents of Norfolk, Virginia.

 Position Summary 

The Assistant Director of Capital Projects & Maintenance Operations assists the Director of Capital Projects & Maintenance Operations by overseeing all capital fund and maintenance operational expenses, including personnel management, preventative maintenance systems tracking, vendor contracts, and compliance with federal (HUD) and local safety codes. Oversee the department's front office, maintain records, manage timesheets, and prepare operational & capital project reports. They ensure that residential units, offices, and grounds are maintained at safe, high-quality standards. This position reports to the Director of Capital Projects & Maintenance Operations. 

Essential Functions 

Strategic Planning & Leadership: Assists with the overall capital fund and  maintenance/operations department goals, policies, and procedures to align with  organizational objectives in collaboration with the Department Head. Track critical  milestones, maintain centralized project documentation, monitor budgets and organize  drawing iterations. 
 
Operational Oversight: Assist in the day-to-day capital projects management and operations administrative staff activities, including monitoring budget expenditures, reviewing and approving contract payments to contractors, disciplinary actions, field  verification of work order completion and ensuring & monitoring inventory compliance.  Directs administrative workflows and oversees personnel for a Capital Projects & Maintenance Operations Department. Core duties include managing front office staff, maintenance logs, processing work orders, scheduling service calls, and tracking departmental budgets. They ensure compliance with safety regulations and procure necessary supplies and equipment. 
 
Communication: As needed will serve as the primary liaison between the Capital Projects & Maintenance Operations team, other company departments, and external clients or contractors 
 
Compliance & Safety: Ensures all work meets Occupational Safety and Health Administration (OSHA) regulations and HUD/REAC inspection standards. 

Team Management: Assist in the supervision of Capital Projects and Maintenance Operations Staff, including hiring, training, and performance evaluations. 
 
Budgeting & Procurement: Assists in the development of Capital Fund and Maintenance Operations budget, authorizes expenditures, and oversees vendor contracts and purchasing. Prepare, track, and monitor budgets for mid- to large-scale infrastructure, building projects and maintenance projects. Process invoices, approves pay applications, and oversee change orders. 
 
Preventive Maintenance: Implements and monitors a comprehensive preventive maintenance system to minimize downtime and prolong asset life. 
 
Emergency Response: Assist in the coordination of key contacts for emergency situations. 

Perform other duties as required.

Performance Standards 

  • Operational Effectiveness: Maintenance operations meet quality standards with minimal downtime and service disruptions.
  • Safety Compliance: All facilities and work practices comply with OSHA, HUD/REAC, and local safety regulations; zero preventable incidents.
  • Team Performance: Staff meet productivity, quality, and training expectations; team morale and accountability are maintained.
  • Budget Management: Expenditures remain within budget; cost savings and efficiency improvements are implemented.
  • Preventive Maintenance Outcomes: Preventive maintenance program reduces emergency repairs and extends equipment life.
  • Emergency Response: Urgent issues are addressed promptly; residents’ safety and operational continuity are maintained.
  • Vendor & Contract Performance: Vendors meet service expectations, and contracts are executed efficiently.
  • Data & Reporting Accuracy: Records, logs, and reports are complete, timely, and accurate for operational and compliance purposes.
  • Continuous Improvement: Identifies and implement improvements to increase efficiency, reduce costs, or enhance quality.
  • Communication & Stakeholder Relations: Effectively communicates with staff, residents, and leadership; resolves issues professionally and promptly.

 Minimum Qualifications 

  • A high school diploma is required, with experience in a relevant field. 
  • A minimum of 2-5 years in office administration, capital projects, facility management, or a related operational role. Including combined experience in construction management, contract administration, or corporate office management, preferably in public housing or large-scale residential/commercial settings. 
  • An equivalent combination of education and experience may be considered to meet the knowledge, skills, and abilities.

 Special Requirements 

  • Must possess a valid driver’s license.
  • Subject to a background check and reference verification prior to hire.
  • Must maintain confidentiality and adhere to NRHA’s code of conduct and ethics policies.
  • Considered essential personnel as referenced in HR 425 Adverse Conditions policy.
  • Involves both office work and site visits to various housing locations, with travel required.
  • Requires on-call availability for emergencies. 

Knowledge, Skills, and Abilities 

Technical Knowledge: Comprehensive knowledge of financial systems such as EPIC, eLOCCs, ELITE, Yardi Work Order and Yardi P2P. Familiarity with building trades, construction terminology, permitting, and local regulatory requirements. Advanced skills in MS Office (especially Excel), and familiarity with specialized construction and project management platforms.  

Skills: Strong leadership, exceptional multitasking, conflict resolution, and written and verbal communication skills, budgetary analysis, and communication skills, with proficiency in computer management systems. 

Abilities: The role involves both office work and site visits to various housing locations, requiring travel. 
 
Physical Requirements

Ability to lift and carry equipment and materials as required (up to 20lbs). Ability to stand, kneel, bend, or squat for extended periods of time. Ability to work in various environments, including on-site at multiple properties. 

NRHA will consider equivalent substitutes for education and/or experience, provided that the candidate can demonstrate that he/she has obtained the knowledge and skill necessary to perform the duties of the job.
