Summary

Develops human resource management strategies and policies to meet business needs.  Leads the planning and administration of activities related to talent acquisition, training and development, compensation, benefits, internal mobility, diversity, equity and inclusion, talent and organizational development and employee/labor relations.

Develops and implements training strategies and programs to ensure compliance with federal, state, and local agencies and regulations as they relate to safety, collective bargaining agreement requirements, and regulatory items specific to electric utilities. Interfaces with functional management groups to assess and provide development and delivery solutions for technical craft and disciplines.

Responsibilities

  • Identify technical and safety training needs across NYPA’s departments and effectively implement solutions to meet business needs, including expansion of non-instructor led training initiatives.
  • Oversee the training service for apprentice, advanced skills, and safety training and training processes and systems to ensure compliance with state and federal guidelines.
  • Create performance and development plans for the training staff and provide continuous feedback on job performance to the training staff.
  • Deploy and maintain a Learning Management System (LMS) to ensure training records are compliant with reporting standards, current, accurate and support the broader workforce management requirements.
  • Participate in standing committees that address activities within the Operation’s Business Units.
  • Develop and oversee the annual budget plans for the Technical Training Department. Provide annual budget input grouper NYPA requirements

Knowledge, Skills and Abilities

  • Real world application experience and knowledge of adult learning principles coupled with ADDIE and Systematic Approach to Training (SAT) Development models, teaching and instruction for individuals and groups, learning strategies and the measurements of training effects on the organization. 
  • Experience utilizing various Communication and Media tools to deploy training strategies within organizations. 
  • Exceptional customer service skills. 
  • Familiar with project management principles  to run training initiatives from conception to completion. 
  • Ability to collaborate with subject matter experts and company leadership to ensure strategic goals, state/federal/local requirements, NERC guidelines, and Asset Management initiatives are properly supported by training.
  • Hands on experience in LMS use/implementation.
  • Ability to effectively manage and prioritize multiple projects within varying deadlines and changing priorities

Education, Experience and Certifications

  • Bachelor of Science degree in a related field required; Master’s degree preferred.
  • Minimum 7 years of experience preferred. 
  • Minimum 3 years supervisory or managerial experience.

Physical Requirements

  • Capable of performing all training functions involved with coordination of courses.
  • Lift, move and assemble items weighing up to 30lbs as needed for classes.
  • Able and willing to travel up to 30% of the time.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation.  The estimated salary range for this position in the White Plains Office is: $166,000 - $227,700 and $144,000 - $198,000 for this position in the Clark Energy Center or Albany locations.
