Job Title:          Project Manager II, Data

Department:    Capital Planning

Reports To:     Senior Project Manager/Project Manager III

Position Summary

The Data Team manages Capital Planning’s project data and reporting systems and provides data-driven analytical support to Director of Capital Planning and Executive Leadership. This team is responsible for ensuring conformance with MSBA’s policies, procedures, and vendor contracts associated with maintaining and updating project data, generating enrollment projections, producing consistent and accurate reports, and performing data analysis to support data driven policy development and decision making. 

The Project Manager II assists in the development of long-term initiatives for the Capital Planning Department working closely with Capital Planning personnel as well as internal and external stakeholders. The Project Manager II supports the development or improvement of data collection instruments and outputs and supports efforts to reconcile system data and reports to maintain consistency across all Capital Planning reports including MSBA Systems Reports. The Project Manager II also provides analysis, support, tools, and recommendations to inform data-driven decision making within the agency. 

\nEssential Functions and Responsibilities
  • Assist in development of long-term initiatives working closely with Capital Planning Department as well as internal and external stakeholders.  

  • Provide Capital Planning teams and executive management with analysis, tools, and visualizations to support process efficiencies and data driven policy development and decision making. 

  • Analyze existing reports and processes to uncover inefficiencies and areas that can benefit from automation. Design and implement automated data pipelines to replace manual reporting, ensuring data integrity and consistency across MSBA systems. 

  • Develop and enforce data governance standards, including technical documentation. 

  • Support coordination between Capital Planning and IT Department with guidance from Director of Project Data. 

  • Reconcile reporting of data to maintain consistent format across all Capital Planning reports including MSBA Systems Reports. Develop standards and manage implementation. 

  • Assist processes to identify, review, evaluate, and prioritize potential new data fields in MSBA Systems. Process includes developing a definition, logic, source, location, and use. 

  • Provide peer review of Capital Planning reports. Provide analysis, support, and recommendations to coordinate reports using data shared among Capital Planning teams. 

  • Monitor execution of programs and projects against approved budgets, schedules, performance measures, and other milestones, in partnership with Capital Program members. Assist in the coordination of reports and data among Capital Planning teams. 

  • Review utilization of existing MSBA Systems Reports developed for Capital Planning. 

  • Support Capital Planning staff in the development of executive-level and public-facing presentations that are engaging, intuitive, insightful, simple, and actionable. Provide data and reporting information in support of delivering public outreach presentations and/or publications in conjunction with other Departments. 

  • Create and maintain user, technical, and operational documentation that describes data definition, logic, source, location, and use as well as historic changes. 

  • Assist delivery of MSBA Systems Applications and other software training to new and existing staff. Training includes data definition, logic, source, location, and use.  

  • Provide data sharing for professional consultants, technical vendors, and periodic procurements as required to support MSBA’s grant program and other potential Capital Planning initiatives. 

  • Identify opportunities to continue to improve MSBA data tools and templates to maximize the impact of existing and new software and templates. 

  • Perform other duties as assigned. 

Supervisory Responsibilities
  • Assist in the recruitment, selection, and training of personnel with guidance from Director of Project Data,Senior Project Manager or Project Manager III. 
Required Education, Experience, and Skills
  • Bachelor’s or Master’s degree in data, analytics, public policy analysis, or a related field
  • Four to seven years of applicable experience including data research, evaluation, metrics, and trend analysis for multiple projects.
  • Proficiency in Microsoft Office software applications, including Word, SharePoint, PowerPoint, Teams, Outlook, and advanced Excel Skills.   
  • Ability to communicate appropriately at all levels of an organization; this includes written and verbal communications as well as visualizations. 
  • Proficiency in modern BI platforms (e.g., Tableau, Power BI) and a demonstrated ability to translate complex datasets into actionable narratives that follow data visualization practices.  
  • Demonstrated ability to gather, manage, clean, analyze, and present information regarding complex technical datasets in a clear, concise, insightful, and intuitive manner. 
  • Self-directed and highly motivated with a proactive mindset and customer service approach. 
  • Ability to work independently and collaborate as part of a team.  
  • Ability and willingness to occasionally travel. 
Preferred Education, Experience, and Skills
  • Experience in planning, forecasting, budgeting, with data analyticsis, project management or business administration processes
  • Demonstrated experience in statistical analysis, trend forecasting, or process optimization within a public agency or highly regulated sector. 
  • Coursework or training in SQL or other database management software.
