Job Summary:
Leads the development, coordination, and delivery of technical training programs that build workforce readiness for Protection, Automation, and Control (PAC) systems – covering substation apparatus, protection scheme testing, IEC 61850 applications, and SCADA/EMS workflows – to build a qualified field-ready commissioning workforce and ensure training consistency, compliance, and readiness across Testing & Commissioning operations.
Job Description:
Serves as the point of coordination between Testing & Commissioning leadership, Engineering, Operations, and Safety teams — identifying training needs driven by special projects and new technologies, resolving instructional or scheduling issues without unnecessary escalation, and partnering with field teams and contractors to ensure training standards and competencies align with practical field expectations.
Supervises instructors and training coordinators — assigning and prioritizing training delivery, conducting performance check-ins and evaluations, and coaching skill development — while identifying training needs and supporting instructor growth in PAC technologies, HPI practices, and evolving commissioning requirements to build a high-performing, well-integrated training team.
Develops and manages technical training programs covering PAC fundamentals, high-voltage substation apparatus (instrument transformers, circuit breakers, transformers, capacitor banks), AC/DC station service systems, protection schemes, and automation concepts, ensuring content stays consistent with technical standards and field team needs.
Integrates laboratory-based PAC training that mirrors real commissioning workflows — including relay schemes, drawing/schematic interpretation, commissioning plan structure, and energization/in-service check concepts — to prepare trainees for live field conditions.
Oversees instruction in protective relay testing and protection logic across transmission lines, buses, transformers, capacitor banks, feeders, and breakers, including CT/PT validation and system-level protection scheme functionality; delivers Omicron-based testing training across all protection and apparatus equipment.
Provides IEC-61850 training covering GOOSE validation, Sampled Values, MMS communications, network redundancy, and PTP synchronization, including instruction in IED Scout and StationScout software tools.
Teaches SCADA & EMS workflows — point-to-point testing, SOE verification, alarm handling, and communications failover — while preparing the workforce for digital substations and networked automation.
Maintains accurate records of training participation, PAC competency assessments, qualifications, and certifications, ensuring programs align with documented procedures and safety standards, and prepares reports/dashboards on training outcomes, gaps, and readiness levels.
Manages training rooms, PAC lab environments, testing simulators, and instructional equipment; coordinates external training providers for advanced PAC or protection courses; and maintains training schedules to ensure resource availability for priority operational programs.
Ensures team deliverables meet quality, schedule, and budget requirements, resulting in consistent performance, reduced rework, and improved project outcomes.
Monitors, applies and guides team compliance with utility standards, labor agreements and regulatory requirements; and reinforces company policies, procedures, and standards, ensuring robust compliance with all applicable laws, industry regulations, and internal governance requirements.
Participates in and ensures team participation in critical restoration tasks and drills following storms and/or emergencies to maintain service continuity and operational safety.
Executes and delegates additional responsibilities based on team and business needs to ensure continuity and responsiveness in operational responsiveness.

Bachelor’s degree in electrical engineering, technology, training & development, education, or related field.
Experience
6 years' relevant experience performing functional role responsibilities, with at least 2 years' experience leading engineering teams or as training specialist.
4 years' experience working in electrical utility industry.
3–5 years in training delivery, instructional design, or workforce development Experience in PAC, electrical systems, protection, or commissioning environments strongly preferred.
Ability to support field observations and deliver on‑site training.
Demonstrated commitment to maintaining safety, quality, and human‑performance excellence
Prior supervisory or leadership experience preferred.
Additional experience may substitute for required education when it aligns with the competencies and knowledge necessary for the role:
Master’s degree in relevant field may substitute when accompanied by a minimum of 4 years of progressive relevant experience.
