POSITION SUMMARY

The HR/Operations Manager is a member of JCYC’s Executive Admin Team, responsible for leading and managing JCYC's human resources, facilities, and administrative operations. This position ensures that JCYC’s internal systems, workplace environment, and operational infrastructure support our mission, programs, and continued growth.  Reporting to the Executive Director, the HR/Operations Manager oversees human resources, facilities, administrative processes, workplace safety, technology coordination, insurance, and organizational support services. This role directly supervises the Human Resources Coordinator.


The successful candidate will bring demonstrated experience managing HR and operations functions within a nonprofit or mission-driven organization, with the ability and willingness to balance long-term planning with day-to-day execution. The ideal candidate is a skilled professional and strong team player who can effectively work closely with multiple stakeholders. The person in this role must be able to maintain a calm and balanced demeanor regardless of circumstance and inspire confidence in others. They enjoy building new professional relations and working collaborating with a diverse population.They must be detail-orientated and able to manage multiple tasks in a fast-paced environment.


JOB RESPONSIBILITIES:

Human Resources

  • Supervise the HR Coordinator and provide day-to-day guidance and support in the administration of human resources functions.

  • Partner with the HR Coordinator and external HR consultant to coordinate and support key human resources activities, including benefits administration, recruitment and onboarding, employee separations, personnel records, workers' compensation, performance management processes, and implementation of HR policies and procedures.

  • Help ensure HR practices and processes are maintained in compliance with applicable federal, state, and local employment laws and organizational policies, in collaboration with the external HR consultant.

  • Serve as a resource to managers on routine HR policies and procedures, consulting with the external HR consultant on complex employee relations, performance management, and employment law matters.

  • Oversee administration of the organization's 403(b) retirement plan and coordinates with plan providers and internal staff as needed.

Operations and Administration

  • Oversee facilities operations across four JCYC’s locations, ensuring safe, functional, and welcoming work environments for employees and program participants.

  • Manage facility maintenance, workplace safety practices, ergonomic practices, and compliance with applicable safety standards, including CAL/OSHA requirements.

  • Coordinate with property management at the three leased sites, vendors, contractors, and service providers to address facility needs and maintain efficient operations.

  • Manages agency insurance requirements and coordinates with insurance brokers and providers as needed.

  • Support internal communications and administrative practices that promote collaboration, efficiency, and organizational effectiveness.

  • Serve as a liaison between JCYC staff and external technology support providers, ensuring staff have the tools and resources needed to perform their work effectively.

  • Participate in agency initiatives, advocacy efforts, and special projects that advance JCYC’s mission.

  • Perform other duties as assigned.


QUALIFICATIONS

  • Bachelor’s Degree from an accredited university

  • Minimum of five years of progressive experience managing human resources, operations, facilities, and administrative functions within nonprofit organizations.

  • Experience directly supervising staff, including providing guidance, performance feedback, and professional development support.  Understanding of the need for a high degree of confidentiality in matters.

  • Hands-on experience managing facilities operations, workplace safety, vendor relationships, insurance requirements, technology support, and administrative systems.

  • Strategic planner with proven ability to assess organizational needs and to work hands-on to develop, implement, monitor and evaluate internal systems to increase organizational capacity.

  • Strong organizational skills, attention to detail, and the ability to develop practical solutions to a range of operational challenges.

  • High level of comfort and experience working with technology (e.g. HRIS), with expertise in Excel and database management.

  • Proven ability to manage multiple projects, staff and priorities simultaneously.

  • Ability to collaborate well with staff at all levels of an organization along with external partners and vendors.

  • Excellent oral and written communication skills, with the ability to communicate clearly and effectively with staff at all levels of an organization.

  • Passion for JCYC’s mission and program work.

  • Experience  in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive employee relations, preferred.


COMPENSATION AND BENEFITS

Compensation for this position is $90,000-$100,000/year, based on experience. JCYC offers a generous benefits package including:
