The Role:

We are seeking an experienced Global Health Security Technical Director to provide strategic and technical leadership for the technical design, implementation, and oversight of a multi-country global health security program that not only supports the transition of U.S.-funded health initiatives to Department of State-managed awards but also strengthens countries' capacity to prevent, detect, and respond to infectious disease threats.

The Technical Director will drive integrated, country-led approaches to strengthen health systems and enhance outbreak preparedness and response, aligned with One Health principles and national health security priorities, while ensuring continuity of critical health services across priority countries, including the Democratic Republic of the Congo, Ethiopia, Mali, and South Sudan.


Key Responsibilities:

Technical Leadership

• Provide strategic leadership for Global Health Security (GHS) programming across multiple country contexts.
• Lead the development of technical strategies, annual workplans, and milestone-based implementation plans.
• Ensure alignment with national health strategies and U.S. government priorities.
• Represent the project in high-level technical working groups and international meetings.


Global Health Security & Outbreak Preparedness

• Lead the implementation of integrated disease surveillance, early warning systems, and outbreak response mechanisms.
• Strengthen One Health approaches integrating human and animal health systems.
• Support emergency operations, infection prevention and control (IPC), and risk communication systems.
• Support Ministries of Health in developing and implementing national action plans for health security.


Health Systems Strengthening

• Oversee technical approaches to strengthen:
• Health information systems and data use
• Supply chains and commodity management
• Laboratory systems and diagnostic capacity
• Health workforce development and training
• Promote integrated, people-centered service delivery across disease areas.


Partnerships & Stakeholder Engagement

• Lead engagement with Ministries of Health and national stakeholders.
• Coordinate with U.S. government counterparts, interagency partners, and donors.
• Strengthen collaboration with local NGOs, faith-based organizations, and implementing partners.


Program Oversight & Performance Management

• Ensure high-quality technical delivery across all program components.
• Support milestone-based performance management and adaptive implementation.
• Guide technical oversight of subawards and partner activities.


Monitoring, Evaluation & Learning

• Strengthen data systems, reporting, and the use of evidence for decision-making.
• Ensure alignment with performance-based management and reporting requirements.


Sustainability & Transition to Country Ownership

• Lead strategies to transition programs to government ownership.
• Build the capacity of national and subnational systems and institutions.
• Support long-term sustainability through local partnerships and systems strengthening.


Qualifications:

Required:

• Master's degree or higher in public health, epidemiology, infectious diseases, or a related field.
• Minimum of 8-10 years of progressive experience in global health programs, including leadership roles.
• Demonstrated expertise in global health security, outbreak preparedness, surveillance, rapid outbreak response, and health systems strengthening.
• Experience working with Ministries of Health and international partners in low- and middle-income countries, preferably in Africa.
• Proven ability to manage multi-country, donor-funded programs.

Preferred:

• Experience with U.S. government funding, including USAID and/or the Department of State.
• Background in integrated health programming, such as HIV, malaria, MCH, and TB.
• Experience with One Health approaches and disease surveillance systems.
