Performs journey-level tasks in repair and installation of electrical service lines. Performs high and low voltage line duties involved in the construction and maintenance of electric service in the City, including overhead, underground, transmission and light systems. Installs, removes, and maintains transmission, distribution and service lines/equipment. Incumbents in this classification are required to be on-call on a rotating basis.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills.  This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodations will be made as required.  The job description does not constitute an employment agreement and is subject to change at any time by the employer.  Essential duties and responsibilities may include, but are not limited to, the following:

  • Performs daily line construction activities for both overhead and underground installations from aerial bucket, climbing poles & ground on energized lines; assembles transformers, switches, pad mounted facilities, metering, street lighting, capacitors and circuit switching & protection installations.

  • Participates as a mentor for lineman in the Apprentice Line Technician training program.

  • Operate heavy machinery involved with digging, setting and tamping poles in energized lines, pulling overhead and underground conductors in energized environments, digging and backfilling trenches or other excavations and hurt man rescue by operating platform controls of aerial bucket and by pole.

  • Uses various electrician hand tools, i.e., snips, screwdrivers, pliers, wire cutters, etc.

  • Assemble & disassemble hardware for overhead & underground installations in an energized environment.

  • Troubleshoot, repair and maintain electronic test equipment.

  • Cut and clear brush at ground level and along aerial lines.

  • Troubleshoots and assists in resolving unplanned power outages; participates in restoring power services in a safe and timely manner; and communicates with utility customers regarding electrical complaints, planned outages and potential electric hazards during power outages.

  • Performs other duties as assigned.

Contingent offer requires successful pre-employment screening to include drug screening, driver's license check, background, and physical exam.

MINIMUM QUALIFICATIONS:

Education, training and Experience Guidelines

High school diploma or equivalent. Four (4) years of full-time related experience as an electrical lineman OR documented training program approved by industry and verified by City’s training program administrator. 

Journeyman Electric Lineman must have satisfactorily completed 8000 hours of textbook training and four years of on-the-job skills training with the City of Georgetown’s Line Technician Training Program to be verified by mentor and program administrator.

Graduation from a utility lineman certificate program and/or a 2-year associate of applied science program for utility lineman or electric power technology will aid in qualification at this level.  Preferred candidate will have equivalent to, or combination of experience listed that provides for the required knowledge, skills, leadership abilities and must demonstrate abilities with training documentation to be qualified at this level.

Must be at least 18 years of age.

Advancement to the Next Level:

Must be able to demonstrate duties and limitations of Crew Leader, knowledgeable of the adopted Safety Handbook as it applies to the City of Georgetown Electric Lineman or possess a certificate of comparable training to be verified and demonstrated to the program administrator of the Cities training program for certification. Advancing lineman must possess strong leadership skills and abilities to perform daily activities without additional instruction as a Crew Leader to conduct daily tail board discussion of current projects, knowledgeable of switching procedures and outage restoration, demonstrate ability to climb poles, perform hurt man rescue by pole and from bucket, possess a Class “A” CDL Texas Driver’s License, proper use of personal protective gear, knowledge and ability of installing grounding, circuit and transformer connections, hot line handling tools and techniques, demonstrate hot bucket work, operation of all electric equipment, termination of overhead and underground conductors, voltage and transformer load calculations, basic math calculations.  

Additional Training Requirement

This Journeyman Lineman position with the City of Georgetown requires the successful candidate to complete City-designated training in substation operations and SEL (Schweitzer Engineering Laboratories) relay controls within the first twelve (12) months of employment. Completion of this training is a mandatory condition of continued employment in this position. Upon successful completion of the required training and demonstration of competency, the employee will become eligible for additional compensation as a COG Journeyman Lineman in accordance with the City of Georgetown's compensation structure. Failure to complete the required training within the specified timeframe may result in disciplinary action, up to and including termination of employment.

LICENSES AND CERTIFICATION REQUIREMENTS

Valid Class A Texas driver’s license.

Certificate of Skills from the Cities Apprentice Line Technician program or accredited approved alternate.  Documentation and demonstration of abilities must be presented and demonstrated to program training administrator within 6-month evaluation period.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, use of foot controls.

Temperature extremes from weather and engines; loud noise from engine and blown fuses; creosote burns; live electric lines; occasional dogs and insects; uneven terrains; exposure to poison oak, ivy and sumac; entry into confined spaces.

Hiring Range:


Journeyman entry to mid: $42.09 - $52.72

COG Journeyman entry to mid: $42.09 - $55.36

Hiring range is not the maximum range of the pay scale. Offers are commensurate with experience.
