The expected starting base salary for this position is $97,226 to $102,086 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What you’ll be doing

Reporting to the Director, Information Management, the Senior Analyst, Records Management (SA-RM) supports the continuous improvement of BCCNM’s enterprise records management program. The role brings subject matter expertise on records management related policies and processes around records retention, disposition, metadata, and architecture, and supports the Director, Information Management in maturing the program area.

The SA-RM collaborates with record owners and stakeholders across the College to provide records management expertise with a focus on classification, retention, disposition, metadata, access, and information architecture.

The SA-RM works closely with IT and business stakeholders to support design and implementation of records management requirements and future-state information ecosystem initiatives.

Key responsibilities include:

1. Lead the development, implementation, and continuous improvement of records management standards, processes, and controls across the records lifecycle.

2. Supports the development and implementation of strategies to mature the college’s records management capabilities and future-state operating models through subject matter expertise, analysis and recommendations.

3. Facilitates compliance with the College’s legislative, regulatory, and operational recordkeeping requirements by defining records management policies and processes, and working with record owners to ensure compliant recordkeeping practices across the College.

4. Leads the implementation of the Records Retention Schedule to support effective management of, and access to, the College’s records.

5. Reviews and approves records disposition requests according to BCCNM’s Records Retention Schedule, coordinating with records owners as needed to identify legal holds or other restrictions on disposition.

6. Validates and improves records classification, metadata tagging, and taxonomy application to ensure alignment with the College's records retention schedule, and to support automated retrieval, retention, disposition, and AI-enabled information management processes.

7. Define records management requirements for information systems and collaborate with IT and business teams on solution design.

8. Provide records management expertise for technology initiatives, including requirements gathering, testing, and solution evaluation.

9. Analyzes records management issues, identifies risks and impacts, develops recommendations for resolution, and escalates issues requiring management direction or decision-making.

10. Provide guidance, quality assurance, and subject matter expertise on records management practices and standards.

11. Support information access requests, legal holds, audits, investigations, and disclosure requirements.

12. Provides guidance and escalation support for routine administrative activities as needed, such as SharePoint space maintenance, onboarding and offboarding support, physical records administration, and day-to-day records support, that are primarily performed by other roles in the College.

13. Supports change management activities related to records management policies, retention schedules, metadata standards, classification models, and information ecosystem initiatives.

14. Promote awareness and adoption of records management practices through training, guidance, and stakeholder engagement.

15. Keeps informed of relevant developments in the regulatory environment, determines their impact on the College’s operations, and communicates changes to affected internal and external stakeholders.

16. Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and to supporting organizational actions to address Indigenous-specific racism in BC’s health care system.

17. Fosters and maintains an organizational culture that promotes equity, diversity, inclusion, mutual respect, teamwork, and service excellence.

 

Your education & skills:

1. Degree in Archival Studies, Information Management, or a related discipline, or equivalent education and experience supplemented by continuing education in records management.
2. A minimum of 5–7 years of related experience, including direct experience in enterprise-level records management programs, policies, processes, and technology platforms.
3. Solid understanding of industry standards and best practices for records management in enterprise systems and line-of-business applications.
4. Demonstrated ability contributing to the design, review, and implementation of information architectures, migration strategies, and workflows for records management technology platforms.
5. Experience contributing subject matter expertise to business and technology initiatives and on project environments.
6. Strong knowledge of BC's Freedom of Information and Protection of Privacy Act (FIPPA).
7. Knowledge of risk management methods and practices, and the ability to apply them to identifying and managing risks to records in different operating environments.
8. Strong knowledge of cloud computing technologies, applications, and tools in a Microsoft environment, such as SharePoint in Microsoft 365, Purview Data Lifecycle Management, Purview Records Management, Exchange Online, Azure Active Directory, and Dynamics, and their impact on the creation, use, maintenance, retention, preservation, and disposition of records.
9. Knowledge of project management lifecycles and methodologies is an asset.
10. Demonstrated ability to guide and support colleagues and team members in the application of records management practices, standards, and processes.
11. Strong communication, interpersonal, and relationship-building skills.
12. Ability to exercise discretion and diplomacy in handling confidential information.
13. Experience in a regulatory, healthcare, or public sector environment is an asset.
14. Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission’s 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place’s Calls for Justice (2019)) is an asset.
15. Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care is an asset.
