Key Responsibilities
Lead the full lifecycle of large-scale capital construction projects in Asia-Pacific, from entitlement and design through construction, commissioning, and turnover.
Provide direct project leadership and periodic on-site oversight for capital projects at Applied Materials sites elsewhere in Asia-Pacific (e.g., Korea, Japan, China, Singapore), including regular travel to those locations.
Manage base build construction including site development, structural systems, MEP infrastructure, and architectural finishes across office, R&D lab, manufacturing, and light industrial project types.
Oversee the design and delivery of specialized facility elements as required by project scope, including ISO-classified cleanrooms and semiconductor R&D labs, ensuring compliance with industry standards and operational requirements.
Coordinate the integration of hazardous materials systems (e.g., chemical delivery, gas distribution, exhaust and abatement systems) on semiconductor and lab projects, in accordance with EHS and applicable regional regulatory standards.
Navigate regional entitlement processes, including permitting, zoning, environmental impact assessments, and engagement with local government and regulatory stakeholders.
Serve as the primary liaison between local contractors, authorities, vendors, and external consultants, and Applied Materials’ global (English-speaking) project and leadership teams, ensuring alignment and successful delivery across multiple countries and cultures.
Engage with local and regional business units to define project requirements, align on expectations, secure decisions, and proactively communicate status on scope, schedule, budget, and risk.
Implement and maintain robust project controls — cost management, schedule tracking, risk mitigation, and a regular project review rhythm — to maintain near real-time visibility into status, risks, and support needed across multiple concurrent sites.
Deliver executive-level reporting and presentations on project status, risks, and strategic decisions to regional and global leadership.
Develop resource plans for major capital projects and lead the due diligence required to support full funding approval.
Lead development of the regional project pipeline (cost and schedule) as part of the Annual Operating Plan process.
Contribute to a global Design and Construction Center of Excellence (COE), helping standardize project delivery processes such as cost estimating and tracking, consultant scopes (AE, PM, GC, QS), project team structures, contract templates, reporting metrics, and a pre-qualified regional supply chain.
Negotiate scopes of work, service levels, and KPIs for third-party design, general contracting, Project Management, Quantity Surveying, and Project Controls firms, holding them accountable to cost, schedule, and quality commitments equivalent to self-performed work.
Drive executive-level supplier management of third-party service providers, including KPI/scorecard reporting, performance reviews, escalation management, and decisions on contract renewal or replacement, while building and maintaining a qualified bench of firms across target Asia-Pacific markets to enable scalable, on-demand project delivery.
Qualifications
Bachelor’s degree in Construction Management, Engineering, Architecture, or equivalent field experience.
10+ years of progressive experience in construction project management, with a proven track record of delivering $100M+ capital projects (typically 500,000 sq. ft. or greater) across varied facility types (e.g., R&D labs, manufacturing, office, light industrial); experience delivering projects in multiple Asia-Pacific markets (e.g., Korea, Japan, China, Singapore) strongly preferred, along with willingness to travel to support projects outside Taiwan.
Demonstrated knowledge of construction project delivery models (e.g., Design-Build, CM at Risk, IPD) and contract types (Lump Sum, GMP, Cost-Plus) as applied across different Asia-Pacific markets.
Clear engineering depth in technically complex building systems, with experience across the full project lifecycle (entitlement, planning, design, and build).
Demonstrated experience in contract administration and vendor management — including negotiation, claims resolution, and selecting, onboarding, and directing third-party design, general contracting, Project Management, Quantity Surveying, and Project Controls firms — in a multicultural, cross-border context.
Fluent business English required for coordination with global teams and cross-border project reporting; Mandarin proficiency is a plus for local contractor and authority engagement.
Strong executive presence and excellent leadership, communication, and cross-cultural stakeholder management skills, with the ability to influence senior business leaders and adapt to changing business environments and priorities.
Proven ability to both self-perform project management functions directly and manage outsourced/third-party teams, adapting delivery model to market maturity and project complexity.
Strong supplier and vendor management skills, including developing and driving KPIs, SLAs, and scorecards, and conducting executive-level performance management of service provider firms.
Preferred Experience
Experience in semiconductor or high-tech facility construction, including cleanroom design/build, hazardous materials infrastructure, tool install coordination, and facility startup/commissioning.
Demonstrated ability to navigate entitlement, permitting, and environmental regulatory processes in at least one Asia-Pacific market (Taiwan strongly preferred), along with a track record of quickly building the local networks, consultants, and resources needed to manage regulatory requirements in new or unfamiliar markets.
Working knowledge of core EHS principles and international standards (e.g., ISO, OSHA-equivalent frameworks), with the judgment to identify when local specialist input, legal counsel, or third-party expertise is needed — and the experience to manage those relationships effectively across different regulatory and cultural environments.
Familiarity with Quantity Surveying practices and cost reporting standards (e.g., RICS, NEC, AACE) as applied in Asia-Pacific markets.
Proficiency in project controls tools and methodologies (e.g., cost management, scheduling, earned value analysis).
