Major Activities
1. Risk Management
Framework:
Assist the CRO in developing
and implementing risk management strategies aligned with the bank’s objectives.
Support drafting and updating risk policies and procedures.
2. Regulatory
Compliance:
Ensure compliance with all relevant
regulations and guidelines set by regulatory bodies (e.g., DAB’s law /
regulation, Basel 1 & 2 and Banking laws / regulations).
Liaise with regulators and
auditors regarding risk management practices.
3. Risk
Assessment:
Conduct regular risk assessments
to identify potential risks to the bank’s operations, including credit, market,
operational, liquidity, and reputational risks.
Support CRO in developing
models and tools for risk quantification and stress testing.
4. Reporting:
Prepare risk reports for CRO
review and submission to the Board. Ensure accuracy and timeliness of
reporting.
5. Risk Culture:
Promote risk awareness through
training and communication. Act as deputy in embedding risk management into
business processes.
6. Crisis
Management:
Support CRO to develop and
maintain crisis management plans to address potential financial disruptions.
Lead incident response efforts
and coordinate with relevant stakeholders during crises when delegated.
7. Team
Leadership:
Supervise junior risk staff,
mentor analysts, and build capacity within the risk function. Act as a deputy
for the CRO in team leadership when required.
a) The Deputy CRO ensures continuity of risk
oversight during CRO absence and contributes to the evolution of the bank’s
risk management infrastructure.
b) Risks should be identified, monitored,
and controlled on an ongoing bank‑wide and entity basis. The Deputy CRO ensures
that the sophistication of the bank’s risk management and internal control infrastructure
keeps pace with changes to the bank’s risk profile, the external risk
landscape, and industry practice. Risk identification must encompass all
material risks to the bank, both on‑ and off‑balance sheet, across group,
portfolio, and business‑line levels.
c) The Deputy CRO assists the CRO in
conducting effective risk assessments, including ongoing analysis of existing
risks and identification of new or emerging risks. Risks should be captured
from all the bank departments, with concentrations factored into assessments.
Both quantitative and qualitative elements must be included, with qualitative,
bank‑wide views of risk relative to the external operating environment.
d) Risk reporting systems should
be dynamic, comprehensive and accurate, and should draw on a range of
underlying assumptions.

Requirements
Educational Qualifications:
Bachelor’s
degree in Economics, Finance, Risk Management, Business Administration, or ACCA
membership. Master’s degree preferred. Islamic Banking certificates (CIPA,
CIBAFI) desirable.
Professional risk certifications (FRM, CFA, PRM)
advantageous.
Experience:
Minimum 4 years in risk management within banking or more than 7 years
in general banking experience in the capacity of seniors / managerial roles.
Experience supporting senior risk leaders and implementing risk frameworks.
Strong knowledge of banking regulations and risk management frameworks.
Proven track record in developing and implementing risk management
strategies.
Skills & Competencies:

Ability to act as a deputy effectively for CRO.
Leadership and mentoring skills.
Excellent communication and interpersonal abilities.
Proficiency in risk assessment tools.
