Tiered Approach

Background

The 2030 Agenda for Sustainable Development recognizes the critical role of youth in achieving the Sustainable Development Goals (SDGs) and calls for decisive action to address the economic, social, and political barriers that limit young people’s inclusion. UNDP Indonesia places youth at the center of its development agenda, recognizing young people as key drivers of economic, social, and environmental transformation. Through its country programme, UNDP focuses on equipping youth with future-ready skills, expanding access to quality education, decent work, and entrepreneurship, and strengthening youth participation in decision-making, particularly in the green and digital economy transitions.

Indonesia stands at a pivotal moment in harnessing its demographic dividend. In 2024, 64.22 million young people aged 16–30 years old, representing 24 percent of the population, underscore the strategic importance of youth in realizing Indonesia Emas 2045. In line with the Government of Indonesia’s Asta Cita, where youth empowerment is identified as the fourth national priority, and guided by the RPJMN 2025–2029, UNDP Indonesia remains committed to advancing youth economic empowerment. Through integrated policy support, innovation, and partnerships with government, the private sector, and civil society, UNDP ensures that youth, especially those in vulnerable situations, are not only beneficiaries of development, but active leaders shaping inclusive, resilient, and sustainable development pathways through implementation of:

Youth Ultra Micro Entrepreneurship Empowerment (YUMEE)
Initiated with Temasek Foundation in 2025. The initiative aims to empower 400 young women-owned ultra-micro enterprises (UMEs) and 100 university students (age 18 -30) in rural Indonesia from April 2026 – March 2028. Where the project enhances their access to finance, business skills, and digital tools. As well as equipping them with the resources and knowledge to sustain and grow their businesses, driving inclusive local economic development.

Youth Digitalization for Employability and Entrepreneurship Program (YDEEP)

Branded as Skill Our Future, this Asia-Pacific initiative, jointly led by UNDP, Microsoft, and the Islamic Development Bank (IsDB) aims to create inclusive digital pathways that enhance youth employability while enabling young people to thrive as globally engaged citizens contributing to the sustainable development of their communities and beyond. With a strong focus on reaching 13,000 youth from underserved communities from August 2025 to December 2027, the initiative equips participants with in-demand 21st-century and digital skills, including artificial intelligence (AI) fluency, to support successful transitions into decent and gainful employment. In parallel, the programme supports youth entrepreneurship by providing targeted resources that are expected to generate at least 350 internship placements and work-based learning opportunities.

Responding to this need, UNDP Indonesia will engage a Technical Assistant for Youth Empowerment and Innovation who will assist the implementation and mainstreaming of youth into country office portfolio, support youth-led programs addressing the county’s pressing issues and needs, and facilitate fostering youth contribution to SDGs through forging partnerships and collaboration among youth groups in Indonesia.
 

Duties and Responsibilities

a.    Support the project team to ensure effective project planning and implementation focusing on achievement of the following results:
•    Assist in the coordination of project planning and preparation work especially for YUMEE, YDEEP, and other youth engagement related project initiatives.
•    Compile, summarize, and present basic information/data on specific project and related topics or issues.
•    Implement project standard operating procedures in line with the government and UNDP’s
regulations.
•    Supports ongoing external and internal Youth Engagement Strategy strategies to raise national and international awareness of the program and to diverse project portfolios and project units.
b.    Assist in partnership coordination with relevant government partners, UN agencies, development partners, private sector and other stakeholders to support the youth project, specifically in the following areas:
•    Provide administration and logistical support in organizing programs in collaboration with relevant partners.
•    Support in communication with focal points of implementing agencies, relevant line ministries, UN agencies development partners, private sector as required.
•    Support in updating lists of key stakeholders, partners, and potential donors.
•    Develop an informed perspective of youth sectors, including managing and building the private sector investments, and nurturing personal relationships with start-ups, accelerators, founders, university, financial   institutions   and   other   members   of   the   venture   ecosystem.

c.    Ensure communications and facilitation of knowledge management, specifically:
•    Support to prepare social media plan for the whole year and be able to produce digital content to boost youth engagement;
•    Prepare outreach materials associated with innovation, youth and public-private partnerships (i.e. PowerPoint presentations, brochures, etc.) as needed;
•    Identification of sources of information related to project implementation and project scaling related

issues.
•    Support in Identification and synthesis of best practices and lessons learned directly linked to project goals;
•    Support in maintaining effective network with development partners and Government at national level and subnational level; and
•    Collect and keep track of youth-related practices within UNDP Indonesia, including the innovation and youth partners database
d.    Support strategic partnerships, and support to the implementation of resource mobilization
•    Updated database of the relevant public and development partners private sector, civil society and other stakeholders who are counterparts for the project;
•    To provide support in documentation of the project activities as a tool to communicate results, deepen stakeholder knowledge and buy-in to the project, and resource mobilization for the project.

e.    Avoid any kind of discriminatory behavior including gender discrimination and ensure that:
•    Human rights and gender equality is prioritized as an ethical principle within all actions.
•    Activities are designed and implemented in accordance with "Social and Environmental
Standards of UNDP”.
•    Any kind of diversity based on ethnicity, age, sexual orientation, disability, religion, class, gender are respected within all implementations including data production.
•    Differentiated needs of women and men are considered.
•    An inclusive approach is reflected within all actions and implementations, in that sense an enabling and accessible setup in various senses such as disability gender language barrier is created.
•    Necessary arrangements to provide gender parity within all committees, meetings, trainings etc. introduced.

Institutional Arrangement

The Technical Assistant for Youth Empowerment & Innovation will work under the overall supervision of the Technical Analyst for Youth Empowerment Initiative. He/she will work in close coordination with CO’s operation, finance and communications units as well as with UNDP Regional Bureau for Asia and the Pacific on the Youth Empowerment Portfolio in Asia and the Pacific (YEP-AP). The organigram in Annex shows the position of this function within the office and unit structure.

Required Skills and Experience

Min. Academic Education    Secondary education is required.
University degree (bachelor’s degree) in Development, International Relations, Management, Economics, Political Sciences, Social Sciences or other related fields will be given due consideration, but it is not a requirement.

Min.    years    of relevant Work experience    
Minimum 5 years (with secondary education) or 2 years (with bachelor’s degree) of professional experience in youth empowerment and engagement or relevant field is required.

Required skills and competencies    
•    Experience in assisting with project/program implementation.
•    Demonstrated experience in the communication field of work.
•    Experience using computer (MS Office, outlook, spreadsheets, etc.) and AI related application.

Desired additional skills and competencies    
•    Proven experience providing administrative and logistical support to organize collaborative programs with government ministries, UN agencies, development partners, or civil societies
•    Experience coordinating planning, preparation, or administrative for youth-focused or innovation programs
•    Experience in working with national and subnational, development agencies, and or international agencies in youth empowerment
•    Experience interacting with startups, accelerators, founders, universities, or private sector investors within the entrepreneurial and venture ecosystem.
•    Experience tracking project-related databases (such as partner, stakeholder, and donor contact lists) or compiling project data, lessons learned, or activity documentation to support resource mobilization.
