We are looking for an experienced Platform Engineering Lead to own and evolve the engineering practices, toolchain, and delivery pipelines supporting the entire software development lifecycle.

You will act as the technical authority for CI/CD, code quality, API management, secrets management, and container platform delivery, ensuring robust, secure, and scalable digital services that support both global platforms and field-based humanitarian applications operating in highly demanding environments.

You will play a key role in driving DevSecOps maturity across the organization, bridging development, security, and operations.

Key Responsibilities

CI/CD & Platform Engineering

• Own and evolve end-to-end CI/CD strategy using Azure DevOps
  
• Design pipeline-as-code standards, multi-stage deployments, and environment promotion gates
  
• Build and maintain self-service pipeline templates for engineering squads
  
• Manage Azure DevOps organizations, projects, agent pools (hosted & self-hosted), service connections, and security configurations
  

Software Quality Engineering

• Administer and evolve SonarQube
  
• Define quality gates, custom rules, and branch/PR analysis standards
  
• Ensure consistent code quality and security enforcement across all repositories
  
• Integrate quality checks into CI/CD pipelines and pull request workflows
  

API Management

• Own and operate Gravitee
  
• Define and enforce API policies (rate limiting, quotas, subscriptions)
  
• Manage authentication flows (OAuth 2.0, JWT, API keys)
  
• Govern API lifecycle and developer portal experience
  

Secrets Management

• Operate and evolve OpenBao
  
• Manage authentication methods, secrets engines, and dynamic credentials
  
• Implement PKI, certificate lifecycle management, and least-privilege access policies
  
• Ensure secure and auditable handling of all sensitive credentials
  

DevSecOps & Security Integration

• Embed shift-left security practices across all pipelines
  
• Implement SAST, DAST, SCA, and container image scanning
  
• Manage SBOM generation, CVE triage, and open-source compliance
  
• Collaborate with security and compliance teams to meet audit and data protection requirements
  

Release Engineering & Standards

• Define branching strategies and release management processes
  
• Implement semantic versioning and automated changelog generation
  
• Standardize deployment practices across engineering teams
  

Open Source & Governance

• Strengthen open-source governance across the toolchain (licensing, vulnerabilities, compliance)
  
• Align practices with internal OSPO policies and contribution guidelines
  
• Promote secure usage of Kubernetes, API gateways, and DevOps tooling
  

Leadership & Enablement

• Lead and mentor DevOps / Platform Engineering teams
  
• Drive DevOps culture adoption across product teams
  
• Act as a technical bridge between development, security, and operations
  
• Provide architectural guidance and hands-on technical leadership
  

Profil

Profile & Background

Education

• Bachelor’s or Master’s degree in Computer Science or related field
  

Experience

• 7+ years in DevOps, Platform Engineering, or Infrastructure roles
  
• At least 3 years in a senior or lead engineering capacity
  
• Experience in complex, international, or mission-critical environments is a strong advantage
  
• Agile delivery certification required; SAFe preferred
  

Languages

• English: fluent (mandatory)
  
• French: strong advantage

Technical Skills

• Advanced experience with Azure DevOps administration and pipeline design
  
• Hands-on experience with API gateways (Gravitee, Apigee, or equivalent)
  
• Strong expertise in secrets management (Vault / OpenBao)
  
• Proficiency in security tooling (SonarQube, SAST/DAST/SCA tools such as Checkmarx, Aqua Security)
  
• Solid experience with Docker and Kubernetes
  
• Strong understanding of DevSecOps principles and cloud security practices
  
• Knowledge of data protection and compliance frameworks
