He angitūtanga: The opportunity

Auckland Council’s Recovery Office has a fixed-term opportunity for an experienced leader to join the Storm-affected Land (SAL) team as Site Resolution Managers.

 

This is a pivotal role within the Resilience and Infrastructure Directorate. You will lead a defined portfolio of complex shared ownership sites (cross-lease and unit title) and drive Auckland Council’s exit from these arrangements following the Category 3 storm events.

 

These sites are legally, technically and socially complex, involving co-owners, landslide-affected land, regulatory constraints, and significant public interest. Approximately 255 homeowners remain across 155 shared ownership sites where Council owns part of the land but not the entire property. Auckland Council is committed to exiting all such sites by December 2027.

 

This is high-trust, high-impact work that directly contributes to reducing risk to life, restoring certainty for homeowners, and delivering on Council’s recovery programme objectives.

 

Day-to-day you could expect to work on:

• Leading end-to-end resolution of cross-lease and unit title sites
• Coordinating legal, planning, engineering, property and external specialist advice
• Developing site-specific exit pathways and presenting recommendations to decision-makers
• Acting as Council’s primary representative for co-owners and negotiating complex agreements
• Managing programme risks, budgets, reporting and delivery timeframes
• Leading a virtual, cross-council project team and maintaining momentum across multiple concurrent sites

He kōrero mōu: About you

This role requires deep experience operating within complex property, land, legal, planning or development programmes, ideally within the public or political sector.

We are looking for specific experience with:

• Leading high-volume, complex programmes of work across multiple workstreams
• Cross-lease and unit title ownership structures and resolution processes
• Coordinating and influencing virtual, multi-disciplinary teams across organisational boundaries
• Negotiating in sensitive, multi-stakeholder environments
• Delivering outcomes at pace while managing legal, financial and reputational risk

 

You will bring:

• A relevant tertiary qualification
• Minimum 12 years’ experience in a relevant field, including at least 5 years leading complex programmes
• Strong knowledge of governance, regulatory and statutory frameworks
• Demonstrated experience engaging directly with homeowners or communities in sensitive contexts
• Proven ability to build collaborative relationships and influence across diverse stakeholder groups
• Strategic and critical thinking, commercial acumen, and the integrity to operate in high-profile, high-impact situations
• Confidence operating in ambiguity and high-trust environments, with the ability to communicate clearly, manage conflict constructively, and build trust
