Job Title: Director of Business Development

Department: Western Healthcare Alliance

Reports To: Chief Executive Officer

Status: Exempt

Remote: Remote Eligible

Starting Pay Range: $107,000 - $140,000. Actual compensation will be determined based on factors such as relevant experience and education.

Summary
The Director leads business development initiatives that strengthen and expand participation in existing business lines, programs, and services; enhance member and client engagement; and support the continued growth and long-term sustainability of the organization's offerings. Working collaboratively across the organization, this position identifies opportunities to optimize current programs and services while evaluating strategic partnerships and new business opportunities that align with organizational priorities. The Director also provides strategic and operational leadership for the Community Care Alliance Pharmacy Benefit Administration (CCA Rx) program and other initiatives as assigned.


Essential Responsibilities

Business Development & Program Growth

  • Develop and execute organizational business development strategies that support the mission, strategic plan, and long-term sustainability of the organization.
  • Develop strategies that increase participation, utilization, retention, and financial performance of existing WHA, CCA, HCM, and corporate partner programs and services.
  • Collaborate with leaders to evaluate current services, identify opportunities for enhancement, and implement strategies that improve value for members and clients.
  • Develop go-to-market strategies, marketing initiatives, and relationship management plans that increase awareness and adoption of organizational programs.
  • Build and maintain strong relationships with members, clients, community partners, and other key stakeholders.
  • Evaluate market trends, strategic partnerships, and emerging business opportunities that complement and strengthen existing organizational services and long-term strategic priorities.

Community Care Alliance Pharmacy Benefit Administrator Program (CCA Rx)
The Director provides strategic leadership for the CCA Rx, ensuring the continued growth, sustainability, and success of this innovative service line. This role requires a strong understanding of the pharmacy benefit management/administration (PBM/PBA) landscape, self-funded employer health plans, and the challenges associated with traditional pharmacy benefit models. The Director is expected to effectively communicate the value of transparent pharmacy benefits, identify opportunities to expand adoption, and collaborate with employers, brokers, healthcare partners, and vendors to advance CCA Rx as a market-leading solution. Responsibilities include:

  • Provide strategic and operational leadership for the CCA Rx Pharmacy Benefit Administrator program.
  • Develop and execute strategies to increase employer participation and long-term program growth.
  • Oversee relationships with partners, vendors, and employers.
  • Serve as the primary liaison between CCA Rx, FairScript, employer plan administrators and brokers, and other partners and vendors.
  • Develop and deliver presentations that educate employers, members, brokers, and other stakeholders on the clinical, financial, and operational value of CCA Rx.
  • Support employer recruitment, engagement, retention, and long-term relationship management.
  • Ensure effective oversight of the Pharmacy & Therapeutics Committee and other assigned committees.
  • Monitor program performance, financial results, utilization trends, quality measures, and member satisfaction.
  • Oversee implementation of new employer groups and ongoing program optimization.
  • Identify opportunities to enhance transparency, improve member outcomes, and expand pharmacy benefit offerings.
  • This position is a mission-driven advocate for pharmacy benefit transparency, ensuring that employers, employees, and community stakeholders understand and realize the full value of CCA Rx.

Strategic Partnerships & Organizational Development

  • Collaborate with organizational leaders to strengthen, expand, and continuously improve existing programs, services, and strategic partnerships while identifying opportunities that support future organizational growth.
  • Foster partnerships that strengthen the organization's relationships, market presence, and long-term growth and sustainability.
  • Represent the organization with members, clients, community organizations, industry associations, and prospective partners.
  • Lead or participate in strategic planning initiatives, feasibility studies, and special projects.
  • Prepare executive reports, presentations, and recommendations for leadership and the Board of Directors as directed.

Financial & Operational Leadership

  • Develop business plans, growth objectives, and performance metrics for assigned programs.
  • Monitor budgets, financial performance, and return on investment for strategic initiatives.
  • Analyze operational and market data to support continuous improvement and informed decision-making.
  • Recommend process improvements that increase efficiency, enhance member experience, and support organizational growth.

Education/Experience
Requires a minimum of five years of related experience. A bachelor’s degree required; Master’s degree preferred.

Experience with pharmacy benefit management or pharmacy benefit administration (PBM/PBA), self-funded employer health plans, employee benefits, health plan administration, or related healthcare services is strongly preferred. Candidates should possess an understanding of the pharmacy benefit landscape, transparent PBM/PBA models, and the value these solutions provide to employers, employees, and health plan sponsors.

Certificates, Licenses, Registrations
An unrestricted and active driver’s license is required.
