The Applications Systems & IT Consultant designs, develops, and maintains database and web-based applications used by CTAS and Tennessee county governments statewide. This position manages the full lifecycle of key platforms including the Highway Resource Management System (HRMS) and the CTAS Data Application Suite, while also serving as the organization's primary IT systems administrator responsible for servers, networks, and technology infrastructure.
The consultant works directly with CTAS staff and county officials to build data tools, reports, and dashboards that support operational decision-making, and provides technical support and training to both internal staff and county clients. This position also maintains the organization's GIS systems and serves as the liaison between CTAS and UT's Office of Innovative Technology.
