Seneca Holdings is seeking a in Pricing Strategy Manager to work with our Pricing team. The Pricing Strategy Manager is responsible for developing and executing pricing strategies that maximize competitiveness, profitability, and win probability across federal government contracting opportunities. This role partners closely with Business Development, Capture, Proposals, Finance, Operations, and Executive Leadership to provide Price-to-Win (PTW) analyses, competitive intelligence, market insights, and strategic pricing recommendations for opportunities across the Department of Defense (DoD) and Federal Civilian agencies. The ideal candidate brings deep expertise in federal procurement, PTW methodologies, competitive assessments, and data-driven pricing strategies that support profitable growth.
Key Responsibilities
Strategic Pricing & Price-to-Win
Lead PTW analyses for strategic federal opportunities, evaluating customer budgets, acquisition strategies, incumbent performance, competitive landscape, and market conditions.
Develop pricing strategies, scenarios, and recommendations that balance win probability, profitability, and execution risk.
Partner with capture, technical, and operational teams to develop and evaluate Basis of Estimates (BOEs), ensuring staffing approaches, labor mixes, and assumptions support competitive, executable solutions.
Advise leadership on contract type, fee strategy, pricing structures, and risk mitigation approaches.
Present pricing recommendations and analyses to capture teams and executive leadership.
Competitive Intelligence & Market Analysis
Conduct competitor, incumbent, and market research to identify pricing trends, acquisition strategies, teaming relationships, and positioning opportunities.
Develop competitive assessments, win/loss analyses, and market intelligence that inform capture and pricing decisions.
Analyze federal spending trends, agency budgets, procurement forecasts, labor markets, and industry cost drivers.
Produce executive-level reports, dashboards, and insights to support business planning and growth strategies.
Proposal Support & Pricing Performance
Support bid/no-bid decisions, capture reviews, proposal development, and executive gate reviews.
Ensure pricing strategies are aligned with proposal solutioning, win themes, value propositions, and customer requirements.
Track and analyze pricing performance metrics, including margin attainment, pWin indicators, cost realism markers, subcontractor mix, labor competitiveness, and other key KPIs.
Assess pricing outcomes against assumptions and strategies, recommending adjustments to improve competitiveness, profitability, and execution performance.
Incorporate lessons learned from wins, losses, and program execution into future PTW and pricing strategies.
Process Improvement & Capability Development
Develop and refine pricing strategy, PTW, and competitive intelligence methodologies, processes, and governance.
Standardize tools, templates, reporting, and quality controls to improve effectiveness and consistency.
Evaluate new data sources, technologies, and analytical approaches to enhance pricing capabilities.
Train, mentor, and develop pricing personnel and cross-functional teams on PTW methodologies, competitive intelligence, and pricing best practices.
Promote a culture of analytical rigor, strategic thinking, and continuous improvement.
Required Qualifications
Bachelor's degree in Business, Finance, Economics, or a related quantitative field.
10+ years of federal government contracting experience, including at least 5 years in pricing strategy, PTW, competitive intelligence, capture support, or related functions.
Demonstrated success leading PTW analyses for DoD and Federal Civilian opportunities.
Proven expertise in competitive intelligence, market analysis, and strategic pricing within the federal contracting environment.
Strong knowledge of federal acquisition regulations, procurement processes, and contract types (FFP, CPFF, T&M, IDIQ, GWAC, BPA, etc.).
Experience supporting large, complex, and strategically significant pursuits.
Advanced analytical, financial modeling, and decision-support capabilities.
Excellent communication and presentation skills with the ability to influence senior leaders and stakeholders.
Experience building or leading pricing strategy and competitive intelligence functions.
Tools & Technologies
Federal market intelligence platforms such as GovWin IQ, GovTribe, Bloomberg Government (BGOV), HigherGov, SAM.gov, FPDS, and USAspending.
Advanced proficiency with Microsoft Excel, Power BI, and financial modeling tools.
Experience with CRM, proposal, and capture management platforms such as Salesforce, Microsoft Dynamics, Privia, Qvidian/Upland, or similar solutions.
