The Opportunity
The Person in Charge (PIC) is responsible for coordinating and overseeing marine fuel transfer operations to ensure they are conducted safely, efficiently, and in full compliance with company policies and applicable regulatory requirements. The PIC serves as the primary point of contact during fueling operations and is accountable for maintaining effective communication among vessel personnel, drivers, terminal representatives, dock personnel, and internal management teams.
Responsibilities:
Serve as the primary point of contact for assigned bunker fuel deliveries.
Coordinate and supervise bunker fuel transfers to marine vessels.
Coordinate and liaise with vessel crews, dock personnel, terminal representatives, and drivers to ensure safe and efficient deliveries.
Arrive at the vessel in advance of the delivery trucks to coordinate with vessel personnel, conduct pre-transfer preparations, and ensure the site is properly set up for the fueling operation.
Conduct pre-transfer safety meetings with vessel personnel, drivers, terminal staff, and dock representatives prior to the commencement of fueling operations.
Verify vessel information, fuel quantities, delivery documentation, and transfer procedures before operations begin.
Monitor fueling operations throughout the transfer process to ensure safe, efficient, and compliant execution.
Maintain continuous communication with vessel officers, dispatch personnel, drivers, terminal representatives, and supervisors during transfer activities.
Ensure compliance with all applicable United States Coast Guard (USCG) regulations, federal, state, local, port authority, environmental, and company policies governing marine fueling operations.
Perform inspections of hoses, pumps, connections, trucks, containment equipment, and other related equipment before and during fuel transfers.
Ensure all USCG regulations and company safety policies are followed throughout the duration of the transfer operation.
Respond immediately to spills, leaks, emergencies, or unsafe conditions and initiate appropriate emergency response and reporting procedures.
Handle post-delivery activities, including equipment breakdown, securing the transfer area, and ensuring all paperwork is completed accurately.
Complete and submit operational reports, delivery documentation, transfer logs, inspection records, and incident reports accurately and within established timelines.
Maintain professional and effective working relationships with vessel crews, customers, terminal personnel, port representatives, and other business partners.
Minimum Qualifications:
High school diploma or equivalent required.
Previous experience in marine fueling, petroleum transportation, or related operations preferred.
Experience in the marine industry is desired but not required.
Must meet all requirements necessary to obtain and maintain USCG Person in Charge (PIC) designation.
Bilingual skills are desired but not required.
Candidate must be able to perform work requiring physical exertion, including lifting, carrying, climbing, and prolonged periods of standing and walking.
Candidate must be capable of working outdoors and performing duties in varying weather and environmental conditions.
Candidate must have the flexibility to work weekends, evenings, holidays, and extended hours as operational needs dictate.
Ability to pass all required pre-employment screenings and maintain compliance with company policies.
Physical Requirements:
Ability to work outdoors in varying weather conditions, including heat, rain, wind, and other environmental elements.
Ability to climb ladders, board vessels, and access docks and terminal facilities safely.
Ability to lift, carry, push, and pull equipment weighing up to 50 pounds.
Ability to stand, walk, bend, kneel, and perform physically demanding tasks for extended periods during fueling operations.
Ability to wear required PPE, including flame-resistant clothing, hard hats, safety glasses, gloves, and life jackets.
