The role

Omexom Ireland require a Commissioner to play a key part in our organisational success, ensuring commitments to our customers are delivered on time and to the highest standard.

Reporting to the Sector Manager, the key duties of the role are outlined below

Key duties:

· Verify that all HV substation primary and secondary equipment is in a fit state so that a Declaration of Fitness (DOF) can be issued to the System Controller for connection to the ESB HV system.

· Confirm compliance with ESB specifications, approved designs, elementaries, and the ESB Commissioning Standard for HV/MV substations.

· Conduct and assess all on‑site HV commissioning tests for transformers, circuit breakers, disconnectors, earthing switches, CT/VTs, busbars, surge arresters, and associated HV plant.

· Execute functional verification of protection schemes, ensuring correct settings, wiring integrity, logic, and operation of relays and trip circuits.

· Verify SCADA, RTU, automation, and substation control systems’ operation and communications (IEC 60870‑5‑101/103/104, IEC 61850)

· Lead commissioning for protection and control equipment, including relay testing, scheme checks, interlocking verification, and secondary injection testing.

· Troubleshoot, diagnose, and resolve technical issues encountered during commissioning, working closely with design and protection engineers

· Review and ensure completeness of pre‑commissioning test records, schedules, RAMS, and all documentation required under ESB/EirGrid pre‑commissioning standards.

· Maintain detailed commissioning documentation including procedures, test sheets, reports, schematics checks, and final handover packages.

· Contribute to updates of commissioning procedures, test plans, and departmental standards

· Coordinate with ESB design specialists, construction teams, contractors, and system control to resolve technical issues and optimise project delivery

· Coordinate, plan, and deliver commissioning activities in accordance with ESB/EirGrid project timelines, policies, and commissioning standards.

· Assist in developing site‑specific RAMS and commissioning schedules for new or modified substation assets

Essential criteria:

• A third level qualification in an electrical or electronics discipline, preferably power engineering.

• Considerable previous experience in a Commissioning Engineer role within the electrical supply industry, including experience of carrying out all relevant tests using highly specialised equipment.

• A sound working knowledge of protection schemes and their application.

• Ability to use computerised test injection equipment and perform injection tests in line with relay manufacturer recommendations.

• Ability to perform injection of primary quantities to establish correctness of connections, wiring and scheme integrity.

• Ability to prove the correctness of calculated settings where high impedance schemes are used, e.g. in Buszone and Restricted Earth Fault schemes.

• Along with the client-side representative, ability to provide technical sign-off on the project before the process of making live and putting to work.

• Ability to establish communication paths between relays

• Experience in holding commissioning site meetings and progress reviews.

• Experience in delivering on-site operational training for client staff.

• An ability to work closely and effectively with management and project teams to successfully achieve challenging targets across a number of projects.

• The flexibility and adaptability to succeed within a demanding business.

• Full clean driving license and access to a vehicle.

• Proof of eligibility to work in Ireland.
