The Program Manager coordinates the implementation and administration of workforce development and training initiatives for community health centers. This includes managing participant communications, overseeing recruitment, and ensuring compliance with grant-funded activities and reporting requirements.
A bachelor's degree in public health, behavioral health, education, or equivalent experience is required. Preference is given to candidates with experience in community health centers or career pathways programs.
The Massachusetts League of Community Health Centers (League) was founded in 1972 as one of the country's first state Primary Care Associations (PCAs). Established under the same federal authorizing legislation as the health center program (Section 330 of the Public Health Service Act), PCAs are organized around a set of core functions and competencies that provide a framework for support and assistance to health centers and the communities they serve.
The League is a non-profit 501(c)(3) organization registered as a public charity with the Commonwealth's Secretary of State. It maintains a professional staff at its headquarters in Boston and its training center in Worcester.
The Program Manager supports the implementation, administration, and continuous improvement of workforce development and training initiatives that serve Massachusetts community health centers. Working closely with the Workforce & Training team, this role coordinates program operations, manages participant communications, maintains program data and reporting, and supports grant-funded activities from recruitment through completion. The Program Manager serves as a key point of contact for participants and stakeholders, helping ensure a high-quality experience while supporting program goals, compliance requirements, and timely deliverables. This role is an integral part of the Workforce & Training team.

The League serves as an information source on community-based health care to policymakers, opinion leaders and the media and provides a wide range of technical assistance to its members and communities, including: analysis of state and federal health regulatory and policy issues affecting health centers; training and education for health center administrators, clinicians and board members; promotion and management of clinical quality initiatives across the health center network; workforce development programs to increase recruitment of primary care physicians and to provide career training for health center employees and local residents seeking entry-level positions at health centers; information technology development primarily focused on helping health centers upgrade their information technology systems and capacity for using data; and general support to expand health access through work with local health and advocacy organizations seeking to open health centers in their communities.
