Position Purpose

Infrastructure Ontario is seeking a Director, Cost Control to oversee and advance cost and change control practices across a complex capital project portfolio. This role is accountable for establishing project cost baselines, monitoring and forecasting project performance, managing change control activities, and providing meaningful cost reporting that enables informed business decisions. The successful candidate will also contribute to the continuous improvement of cost control methodologies, enterprise practices, and organizational capability across project delivery functions.

What You Will Do

• Oversee cost control activities across capital projects and programs, including budget development, forecasting, monitoring, variance identification, and estimate-at-completion reporting
• Coordinate and administer cost and change control processes, practices, and governance frameworks across project teams
• Review and report on project and portfolio cost performance, contingency utilization, cash flow projections, and financial trends
• Conduct detailed examinations and interpretations of project cost data, earned value metrics, progress measurements, and forecasting information to support business planning and project outcomes.
• Partner with Project Delivery, Project Controls, Program Management, Finance, and other key partners to ensure consistent and accurate cost management practices.
• Present cost performance insights and recommendations to senior leadership teams and other decision-makers.
• Influence the evolution of enterprise cost and change control practices by introducing enhanced methodologies, tools, reporting capabilities, and continuous improvement initiatives.
• Coordinate knowledge sharing and professional development activities that strengthen organizational capability in cost and change control disciplines.

Who We Are Looking For

• Extensive experience overseeing cost control, project controls, cost forecasting, or change control activities within large-scale capital infrastructure projects
• Demonstrated capability in reviewing, examining, evaluating, and reporting on project cost performance, forecasts, variances, and financial trends.
• Experience developing and implementing business processes, governance frameworks, reporting methodologies, and continuous improvement initiatives.
• Knowledge and appreciation of project planning, cost control, and change control practices across complex project environments.
• Experience collaborating with multidisciplinary teams and communicating complex technical and financial information to diverse audiences
• Strong capability to influence outcomes, build alignment, and guide organizational adoption of new practices and approaches
• Professional learning and development in engineering, economics, business administration, project controls, project management, commercial management, or related disciplines.
• Advanced professional learning in business, economics, management, project delivery, or related fields would be considered an asset.

We offer a competitive hiring range of $150,900 to $186,900 (PM5 level), pay will align with skills, knowledge and experience of the candidate.
