Description

ECHO Community Health Care, Incorporated (ECHC) is a Federally Qualified Health Center (FQHC) located in Evansville, Indiana.  

The health center is an established FQHC, with roots back to the 1980’s. ECHC serves the Evansville community and beyond.  

Our Mission: 

“We provide quality healthcare to all members of our community, including the uninsured, underinsured and homeless. Our comprehensive services are Affordable, Accessible and Appropriate. Our team of professionals is here to care for you and to advocate on your behalf.”

ECHC is both a HRSA and Indiana State Department of Health grantee.  The center is designated as both a Community Health Center and Homeless Health Center per HRSA. The dedicated Board of Directors ensures that the health center provides patient-centered primary care serving insured and uninsured patients with a special emphasis on care for individuals who experience barriers to accessing care due to income, language, cultural and social barriers. 

The health center has FOUR clinic sites and serves over 13,000 patients annually.  

Programming includes:  Adult Primary care, Pediatric care, Dental care, Behavioral Health care, OB/Women’s Health care, Substance Use Disorder Treatment, Community Case Management and owns an LLC Pharmacy.

Requirements

The Chief Executive Officer provides strategic leadership and oversight of the executive team to ensure high-quality, accessible, affordable and appropriate patient-centered care and integrated services, operational excellence, financial sustainability, and compliance with HRSA Health Center Program Requirements, Indiana State Department of Health regulations, and all state, federal, and FQHC program standards. 

The CEO works closely with the Board of Directors in setting the organization’s vision, ensuring strong governance, and representing the FQHC to community partners, regulators, and funders. The CEO leads at a strategic level while delegating daily operations, clinical direction, compliance and financial management to the appropriate executive leads.

The CEO fosters a culture of integrity, respect, accountability, service excellence, safety, and continuous improvement; ensures strong community partnerships; and leads organizational sustainability in a community health care setting. 

Essential Responsibilities:

  • Adhere to the goal of removing barriers to care for the community’s most vulnerable.
  • Demonstrate the core values of Inclusivity, Equity, Compassion, Honesty and Optimism.
  • Develop a collaborative partnership with the Board of Directors to ensure that the organization fulfills its vision, mission, goals, and strategic direction by effectively managing all key components of organization’s operations.
  • Develop collaborative partnerships with community organizations.
  • Foster a workplace that results in the development, growth, and retention of a highly performing Executive Team.
  • Provide leadership and oversight to the Executive Team to implement Board-approved strategic plans and organizational vision.
  • Strengthen governance practices, support Board development, and ensure compliance with all HRSA Health Center Program requirements and IN-SDOH regulations.
  • Present timely performance, quality, financial, and compliance reports to the Board.
  • Guide and support the Executive Team in respective areas of responsibility.
  • Ensure alignment across clinical, operational, financial, and administrative functions.
  • Facilitate executive team decision-making and accountability for deliverables.
  • Oversee organizational performance measurement through the executive team
  • Champion continuous quality improvement, patient experience, and data-driven outcomes.
  • Ensure compliance with company policies and procedures as applicable to area(s) of responsibility.
  • Represent organization at meetings and conferences as applicable.
  • Promote a culture of risk-management, team-based, values-based, high-performance, and continually improving practice that values learning and a commitment to quality.
  • Establish and monitor assigned staff performance, assign accountabilities, set objectives, and establish priorities.
  • Ensure staff comply with approved organizational policy and procedure.
  • Knowledge of federal and state employment and labor laws.
  • Ability to report to work as scheduled, and willingness to work a flexible schedule when needed.
  • Knowledge of federal and state laws including OSHA, HIPAA, Waste Fraud and Abuse.
  • Other duties assigned by the Board of Directors. 

Community and Stakeholder Relations

The CEO will act as the primary external representative to community partners, local governments, and other stakeholders.  It is expected that the CEO will strengthen partnerships that advance access, care coordination, and population health.

Community presentations are expected. State and National “advocacy” is expected. 

Work Requirements:

  • Employee generally works within the interior of a healthcare facility office.
  • Employee may travel locally and regionally and be responsible for own transportation; out of area (national) travel may be required on occasion.
  • Hours of operations and specific staff scheduling may vary based on operational need.

Qualifications, Education, & Experience

  • Master’s degree required.  Preferably in healthcare administration or public health.
  • Minimum seven years’ experience in a senior leadership position in community health, nonprofit healthcare, or similar organization required.
  • Healthcare operations exposure would be beneficial in this role
  • Experience with FQHC operations, HRSA/Bureau of Primary Health Care (BPHC) compliance, and rural healthcare delivery very beneficial.
  • Demonstrated strategic, financial, and operational leadership a definite positive!
  • Exceptional interpersonal, communication, and community engagement skills a must!
  • Ability to handle sensitive information with objectivity, confidentiality and professionalism is paramount.
  • Prior experience reporting to, working with or participant of a nonprofit governing board would be helpful.
  • Previous experience directly supervising high level managers/leaders would be helpful. 
  • Knowledge of the Indiana Medicaid program is a plus!
