JOB DESCRIPTION

IT Systems Engineer

Department: MIS 

Pay Grade: 8 

FLSA Status: Exempt

JOB SUMMARY

This position performs routine work designing, implementing, maintaining and supporting the IT infrastructure. They are responsible for ensuring the smooth functioning of systems, networks, and applications across all Authority properties and workspaces. This position reports to the Information Technology Manager.

ESSENTIAL JOB FUNCTIONS

  • Manages and monitors installed systems and infrastructure.
  • Performs user administration tasks such as establishing user credentials, group membership, security permissions and access rights, and active directory.
  • Administers and maintains various types of computing equipment that includes, but is not limited to, workstations, servers, routers, switches, firewalls, printers, and phones. 
  • Installs, configures, tests and maintains operating systems, application software, and system management tools.
  • Proactively ensures the highest levels of systems and infrastructure availability.
  • Monitors and tests application performance for potential bottlenecks, identifies possible solutions, and works with developers to implement fixes.
  • Maintains security, backup, and redundancy strategies.
  • Establishes and tests disaster recovery policies and procedures. 
  • Writes and maintains custom scripts and processes to increase system efficiency and lower the human intervention time on any tasks.
  • Participates in the design of information and operational support systems.
  • Maintains cybersecurity systems by monitoring potential breaches, evaluating, and taking action to eliminate and prevent threats. 
  • Provides 2nd and 3rd tier IT support to the company. 
  • Liaises with vendors and other IT personnel for problem resolution.
  • May be required to work evenings and weekends, as job duties and projects demand. 
  • Performs other related duties as required/assigned.   

QUALIFICATIONS

Education and Experience:

Bachelor’s degree or higher in Computer Science, Information Technology, or a related field plus five (5) years of experience in the administration and designing of the following: LAN/WAN/Wi-Fi/Cloud infrastructures, Windows Server environment, Microsoft 365 and Entra, VMware vSphere, Cisco and Fortinet appliances. MCSE, CCNE, or equivalent certification are recommended. An equivalent combination of education and experience may be considered. 

Knowledge, Skills and Abilities: 

  • Proven working experience in installing, configuring, and troubleshooting Microsoft based environments.
  • Experience with Cloud based PBX solutions in a Contact Center environment.
  • Experience in the administration of VOIP/Cloud based PBX.
  • Microsoft Active Directory including user and security group creation / administration, access control, and group policy.
  • Windows server roles, especially DNS, DHCP, NPS, Certificate services, DFS, file and print, and IIS.
  • Experience with virtualization and containerization (e.g., VMware).
  • Experience with monitoring systems and capacity planning.
  • Experience with MDM systems and Wi-Fi network environments.
  • Extensive working knowledge of PCs, network hardware, operating systems and software.
  • Ability to work with limited day-to-day supervision.
  • Skilled at effective written and verbal communications. 
  • Must be able to accommodate rapidly changing priorities to meet the needs of the Authority.
  • Proven ability to use critical thinking and problem-solving skills.
  • Ability to troubleshoot a wide array of hardware, network, and software issues. 
  • Microsoft Office and Cloud Applications. SQL and SharePoint experience a plus. 
  • The ability to establish and maintain effective working relationships with associates, supervisors, contractors, consultants, vendors, and the public.

Special Qualifications:

Possession of a valid State of Georgia driver’s license and satisfactory Motor Vehicle Record (MVR). 

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch or crawl. The employee must frequently lift and/or move objects up to 10 pounds and occasionally lift and/or move objects up to 40 pounds. Additionally, the following physical abilities are required:

  • Fingering: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Hearing: sufficient to perceive the nature of sounds at normal speaking levels with or without correction; ability to receive detailed information through oral communication, and to make the discrimination in sound. 
  • Mental Acuity: sufficient to make rational decisions through sound logic and deductive processes.
  • Talking: sufficient to express or exchange ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: sufficient to observe violations of codes, to effectively operate standard office equipment; ability to read and write reports, correspondence, instructions, drawings, etc.; and to operate motor vehicles and/or heavy equipment, by both day and night.   

WORK ENVIRONMENT

Work is performed in an office environment. The noise level in the work environment is usually moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers.

Core hours for this position are Monday through Friday from 7:30 a.m. to 5:30 p.m. with every other Friday off. This position may require additional time beyond core hours, including weekend hours, as needed.

With over $400 million in net-fixed assets, we currently have the ability to treat 23 million gallons of drinking water and approximately six million gallons of wastewater each day. In June of 2008, we completed a two-year project to build the new South Central Wastewater Treatment Plant, currently permitted to treat 6.0 million gallons of wastewater per day with the expansion capability to treat 12.0 million gallons per day. In May of 2009, the ten-year project to raise the level of the Dog River Reservoir an additional 10 feet was completed. The extra 10 feet increases the storage capacity of raw water from 1.2 billion gallons to almost 2 billion gallons. Most recently, the project to increase the treatment capacity of the Bear Creek Water Treatment Plant from 16 million gallons per day to 23 million gallons per day was completed.
