CHARLES COUNTY PUBLIC LIBRARY

Job Title: Program and Outreach Associate/Librarian

Schedule: 37.5 hours per week (full time), Monday - Friday. Must be available occasional evenings and weekends as needed for programming and outreach events.

Salary Classification: 111

112 (with MLS degree)

Job Summary: Under the direction of the Program and Outreach Manager, the Program and Outreach Associate/Librarian works with the Community Engagement Department, Branch Managers and other library staff on all aspects of adult, teen, and children’s programming, exhibitions and events; assists in the planning, development, and implementation of programs; facilitates internal communications necessary for successful execution of programs; and enhances community partnerships through outreach efforts; handles and coordinates planning, development, and participates in outreach efforts.

Essential Functions

Works closely with, and to support, the Program and Outreach Manager on all aspects of programming and outreach.
Provides a consistently high level of service to others by assisting with requests, or locating appropriate resources for the request.
Works closely with, and to support, the Program and Outreach Manager on the purchasing, tracking and follow through on ordering processes for materials for CCPL programs and outreach.
Assists with the coordination and facilitation of adult and youth programming, exhibitions, events and outside program presenters, including planning and development.
Performs and assists with the coordination and facilitation of a variety of outreach duties and takes the Library experience into the community, serving those who do not have direct access to the library.
Assists with circulation tasks including shelving, checkouts, issuing cards, renewals, and holds at the Charles County Detention Center (CHDC) library branch.
Works collaboratively across CCPL departments to conduct or coordinate joint programming and outreach.
Checks the event listings on the CCPL event calendar to ensure that accurate and appealing program information is shared.
Assists with scheduling programming and outreach activities and events.
Maintains awareness of trends in youth services and issues affecting youth.
Reviews program survey feedback on a regular basis and shares feedback and recommendations on programs to Program and Outreach Manager and Associate Director of Community Engagement.
Participates in planning for the county with input from staff and other stakeholders.
Assists in developing strategic partnerships and serves as a liaison to community agencies serving children, adults and special populations.
Assists with collecting and analyzing statistical information and prepares regular reports for the Branch Managers, Community Engagement department and Library Executive Director.
Researches and modifies ways to evaluate programs and services to garner the most accurate information.
Collects data to prepare reports; maintains program records and evaluates outcomes. Makes recommendations based on outcomes.
Assists in the development of programming and outreach policies and procedures.
Works at different locations throughout the CCPL system and service area as needed.
Attends meetings and participates in committees and organizations that further the Library’s mission and goals.
Professionally represents the library at community and organizational events that further the Library’s missions and goals.
Fulfills or maintains continuing education requirements and stays current with Library developments.
Performs other duties as assigned.

Job Specific Performance Standards

Employees are expected to meet the following performance standards:

Accurately fulfills purchasing, tracking, and follow through on ordering processes for materials for CCPL programs;
Checks the event listings on the CCPL event calendar to ensure that accurate and appealing program information is shared;
Assists with the program proposal and outreach request processes;
Assists with finding presenters/programs (both paid and volunteer) and assists with the coordination of programs from outside presenters, including creating performance contracts;
Works collaboratively with Community Engagement, Marketing, Development, and branch staff to ensure successful programming and outreach at CCPL;
Ensures successful library partnerships by communicating with branch liaisons, and upholding partnership agreements;
Ensures Communico and meeting room reservations are accurate;
Creates library programs/events/celebrations for relevant themes, observances, and literary milestones
Regularly reviews and proposes value add changes to procedures for programming/program staffing/program and outreach processes;
Assists with library services at the CHDC branch;
Reviews program and outreach evaluations and shares important feedback with the Community Engagement Department;
Assists with the creation and development of Summer Learning and other learning challenges throughout the year;
Assists with creating usable ad copies for all programs, contests and displays;
Collects programming and outreach data and statistics and prepares relevant reports;
Creates joint/shared programs with partner groups;
Promotes Early Literacy program to staff and customers;
Attends State & Regional Programming meetings as needed;
Demonstrate excellent service to others by addressing requests in a professional and timely manner.

Ability to act as a representative of Charles County Public Library to the public.

Strong public relations and public speaking skills as it relates to working with staff, customers, and vendors.
Ability to master youth and adult programming activities.
Knowledge of electronic resources, including the Internet and database information management.
Ability to operate relevant computer systems, and standard office equipment.
Ability to operate library vehicles as needed.
Ability to utilize new technology as it relates to the job.
Understanding of underserved communities and outreach.
Ability to market library services in the community.
Ability to work evenings, weekends and at other branches and locations as needed.

Qualifications
HS Diploma plus 6 years of related experience including coordinating Library, educational or similar public programming; or Bachelor’s Degree plus 2 years of experience as described above; or Master’s in Library Science (MLS) degree.
Strong working knowledge of Google Business Suite including: sheets, docs, forms, advanced calendar functions, email, shared drives, etc.
Successful work experience in a role that required a high level of attention to detail, time management, accuracy, and organizational skills.
If a Bachelor’s degree is attained, the Library Associate Training Institute (LATI) must be completed within two years (Grade 111) and maintained; OR, if MLS is attained, Professional Librarian Certification must be obtained within six months of eligibility, and maintained to comply with Maryland State Department of Education requirements (Grade 112).
Most possess and maintain a valid drivers license and be insurable.

Equivalent combination of relevant experience and training or education may be considered.

Physical and Environmental Conditions

Work requires routine physical effort in the handling of moderately heavy materials of up to 40 pounds. Work requires standing for long periods of time and some stooping and bending.

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, libraries, classrooms or meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls and observance of fire and building safety regulations. Work environment includes the operation of a work vehicle.
