The Opportunity:
CACI is seeking an experiencedGFE Property Manager, Seniorto support Government Furnished Equipment (GFE) and Government Furnished Property (GFP) accountability operations across the Indo-Pacific. The GFE Property Manager,Seniorserves as CACI's senior government property professional responsible for planning, directing, and overseeing Government property management activities supportinglogistics, facilities, mission support, training, and operational requirements. Reporting directly to the Property Management Lead, this position ensures Government property is managed throughout its lifecycle in compliance with Federal regulations, contractual requirements, Department of Defense property accountability standards, and industry best practices.
The GFE Property Manager, Senior works closely with Government Property Administrators, Contracting Officer Representatives (CORs), logistics personnel, warehouse managers, procurement specialists, maintenance personnel, subcontractors, finance personnel, and mission partners to establish property management processes, oversee inventories, resolve accountability issues, support audits, and ensure the effective stewardship of Government assets across geographically dispersed operations. This position contributes to successful program execution bymaintainingaccurateaccountability, reducing property risk, and ensuring compliance with contractual property management requirements.
Responsibilities:
Plan, direct, and oversee Government Furnished Equipment (GFE) and Government Furnished Property (GFP) management activities across multiple program locations.
Manage the complete lifecycle of Government property including receipt, accountability, storage, issuance, transfer, inventory, maintenance coordination, reutilization, and disposition.
Oversee physical inventories, cyclic inventories, wall-to-wall inventories, and reconciliation of inventory discrepancies.
Ensureaccuratemaintenance of property accountability records, hand receipts, custody documentation, and asset management databases.
Coordinate property transfers between Government organizations, subcontractors, and operational locations.
Support maintenance, repair, calibration, and replacement planning for Government assets.
Lead preparation for Government property audits, DCMA reviews, customer inspections, and internal compliance assessments.
Investigate and resolve lost, damaged, destroyed, or stolen (LDD&S) Government property incidentsin accordance withestablished procedures.
Develop property accountability reports, performance metrics, inventory analyses, and executive-level briefings for Government and program leadership.
Coordinate closely withlogistics, procurement, finance, warehouse, maintenance, and supply personnel to ensure integrated property management.
Ensure compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), company policies, and contractual Government property requirements.
Develop andmaintainproperty management plans, standard operating procedures, training materials, and audit documentation.
Mentor junior property management personnel and promote accountability, stewardship, and continuous process improvement throughout the program.
Recommend process improvements that enhance asset visibility, audit readiness, and lifecycle management of Government property.
Qualifications:
Required:
Minimum 8 years of experience supporting Government property management, asset accountability,logistics, supply management, or property administration for Government or Department of Defense programs.
Experience supporting Department of Defense, Joint, Combatant Command, Service Component, or Special Operations organizations is preferred.
Experience managing Government Furnished Equipment (GFE), Government Furnished Property (GFP), Contractor Acquired Property (CAP), or accountable Government assets across multiple locations.
Experience leading inventories, property accountability programs, audit preparation, and Government property compliance activities.
Working knowledge of Federal property regulations, FAR Part 45, DFARS 252.245, DCMA Government Property Management System Analysis (PMSA) requirements, and Government property lifecycle management.
Demonstrated ability to lead property management operations, resolve accountability issues, and brief Government and program leadership on property status, compliance, and audit readiness.
Desired
Bachelor's Degree in Logistics, Supply Chain Management, Business Administration, Property Management, Operations Management, or a related field.
Experienceutilizingproperty accountability systems such as DPAS, GCSS-Army, DPSS, Navy ERP, Air Force ILS-S,AssetSmart, Maximo, SAP,DeltekCostpoint, MicrosoftDynamics, or equivalent Government property management systems.
Professional certifications such as Certified Professional Property Administrator (CPPA), Certified Professional Property Specialist (CPPS), National Property Management Association (NPMA) certifications, Certified Professional Logistician (CPL), or equivalent property management certifications are preferred.
Experience supporting geographically dispersed Government programs involving OCONUSlogistics, contingency operations, or Special Operations Forces is highly desirable.
Experience supporting Government property management programs subject to DCMA Property Management System Analysis (PMSA), Government audits, and contract compliance reviews is highly desirable.
Experience implementing enterprise property accountability processes that improve asset visibility, audit readiness, and lifecycle management is highly desirable.
