Position Summary: The Senior Director, State Affairs & Policy, provides senior-level policy analysis and legislative/regulatory advocacy support in connection with the AHIP State Affairs and Policy team and state policy support of other departments across of AHIP and its member organizations. This position acts as a subject-matter expert on health insurance policy issues, including AHIP’s annual state priorities.

Essential Duties and Responsibilities

  1. Develops and produces proactive and defensive advocacy positions on AHIP priority issues. Tracks state priorities and other identified policy issues , identifies regional and national trends and collaborates with AHIP regional director to leverage best strategic and tactical advocacy strategies.
  2. Develops and produces legislative/regulatory language and advocacy toolkits to be used by AHIP advocacy staff and members.
  3. Serves as the policy lead on legislative models proposed by various associations of state officials, including but not limited to NAIC, NCOIL, NCSL and NASHP; collaborating with other State Policy team members who serve as the policy lead on AHIP priorities..
  4. Conducts legislative, and regulatory research on pertinent health insurance issues. Creates fact sheets, issue briefs, talking points, and other advocacy tools on an as-needed basis for useby AHIP staff, members, and allied partners.
  5. As directed and at a seniorrlevel of expertise, monitors and analyzes health insurance legislation and regulations, maintain comprehensive compilations of these materials, disseminates this information across the AHIP State Affairs and Policy team and other AHIP staff to ensure information is timely disseminated to member organizations.
  6. Prepares written communications, policy briefs, testimony, comment letters, position statements, and talking points in collaboration with the State Advocacy Regional Directors, State Policy, and Product Committee staff, as appropriate.
  7. In coordination with State Affairs and Policy team members, responds to questions about bills, laws, regulations, and requests for materials from AHIP members and staff.
  8. Participates in state research projects, including 50-state surveys and updates of current legislative and 50-state survey charts, and produces member materials responsive to critical emerging issues in the states.
  9. Creates slide decks for monthly meetings with member plans, state trade organizations, and AHIP retained counsel; leads discussions in those meetings on emerging issues to drive consensus on policy priorities and industry positions.
  10. Represents AHIP at state and national policy conferences and in meetings with legislators, regulators, and industry stakeholders.
  11. Performs other tasks as required or assigned.

Minimum Education and Experience Required

  1. Law degree or advanced degree in public policy, health policy, or related field.
  2. Minimum of 10 years of experience in advanced legislative and regulatory research and analysis related to the health insurance industry.
  3. Advanced understanding of state laws and regulations relating to health insurance and managed care.

Other Qualifications

  • Strong knowledge and understanding of AHIP and/or similar membership associations.
  • Strong computer literacy.
  • Advanced understanding of state legislative and regulatory processes
  • Strong interpersonal and organizational skills and the ability to finalize products promptly and accurately under a deadline with minimal supervision.
  • Ability to work favorably as part of a team, understand and follow direction.
  • Excellent oral and written communication skills.
  • Ability to build collaborative relationships.
  • Ability to influence others.
  • Ability to identify and seek information.
  • Analytical and conceptual thinking skills.

Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5:30 p.m.
