Position Overview
RMGS, Inc. is currently recruiting a Program Manager to lead an anticipated U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) rule-of-law and security program in Ecuador. This position is based in Quito, Ecuador, with in-country travel required, and is contingent upon contract award.
The Program Manager will serve as the senior in-country leader responsible for overall program strategy, execution, quality assurance, and mission success. The position will serve as the primary liaison between RMGS, the U.S. Government, and Ecuadorian government counterparts to strengthen judicial security and institutional protection capabilities within Ecuador’s justice sector.
Roles and Responsibilities
- Provide overall strategic, technical, and operational leadership for program execution and delivery.
- Serve as the primary point of contact and liaison with the U.S. Department of State, INL, U.S. Embassy Quito, and Government of Ecuador counterparts, including the Judicial Council (Consejo de la Judicatura), National Police, and Fiscalía.
- Lead integrated work planning, staffing, key personnel management, and quality control/quality assurance activities across all program task areas.
- Manage program risks, schedules, financial performance, and contractual compliance in accordance with U.S. Department of State and Federal Acquisition Regulation (FAR) requirements.
- Establish reporting processes, program performance metrics, and deliverable acceptance procedures to ensure successful execution.
- Lead adaptive program management efforts and promote host-nation ownership, institutional capacity building, and sustainability of program outcomes.
- Ensure effective coordination among technical teams, stakeholders, and partner organizations to achieve program objectives.
Required Qualifications and Experience
- Advanced degree in law, international development, public administration, or a related field.
- Minimum of 10 years of experience supporting rule-of-law, justice-sector, and/or security-sector programs.
- Minimum of 5 years of experience serving in a Program Manager, Deputy Program Manager, or comparable senior program leadership role on donor-funded programs.
- Demonstrated experience managing U.S. Government-funded international programs (Department of State/INL, USAID, DoD, or similar).
- Professional working proficiency in Spanish.
- Ability to obtain a U.S. Government Moderate Risk Public Trust (MRPT / Tier 2) determination.
- Demonstrated ability to manage complex international programs involving government stakeholders, partner institutions, and multidisciplinary teams.
Preferred Qualifications
- Prior experience supporting programs in Latin America, particularly the Andean region.
- Previous INL program leadership experience.
- Established relationships with justice-sector, judicial, or law-enforcement institutions in the region.
- Experience developing sustainable institutional capacity-building programs in international environments.
