The manager ensures monitoring aligns with applicable laws and regulations, partner expectations, internal policies, risk assessments, and product risk. The role liaises with Compliance leadership, partner banks, auditors, examiners, business partners, internal stakeholders, and regional or local Compliance teams while supporting consistent global governance and jurisdiction-specific obligations.

Responsibilities

Leadership and Workforce Management

  • Lead, coach, develop, and hold accountable monitoring personnel; establish risk-based priorities and manage workloads, performance, and development.
  • Maintain effective coverage, cross-training, succession readiness, and escalation support; communicate staffing, access, skill, and training needs to leadership.

Monitoring and Investigation Oversight

  • Oversee monitoring, alert review, investigations, due diligence, case documentation, disposition, escalation, and second-level review.
  • Ensure monitoring rules, reports, scenarios, and thresholds reflect product risk, applicable requirements, and partner bank or partner standards.
  • Determine or support appropriate action, including unusual or suspicious activity referral, regulatory reporting, restriction, closure, or additional review.

Regulatory Reporting and Escalation

  • Oversee the preparation, review, escalation, and submission support for unusual or suspicious activity and other required regulatory reports.
  • Monitor reporting deadlines and maintain evidence of timely review, approval, submission, follow-up, and retention.
  • Coordinate additional research, final disposition, and information requests with partner banks, partners, Compliance Officers, and internal stakeholders.

Global Compliance and Cross-Border Governance

  • Support consistent monitoring governance across domestic and international legal entities, products, and programs.
  • Partner with regional and local Compliance teams to address jurisdiction-specific AML, sanctions, customer due diligence, privacy, data access, recordkeeping, escalation, and reporting obligations.
  • Coordinate cross-border ownership, procedures, risk assessments, control inventories, implementation, remediation, and escalation of material regional concerns.

Quality Assurance and Rules Governance

  • Maintain or oversee monitoring inventories, parameters, approvals, changes, testing evidence, and supporting documentation.
  • Lead quality assurance, effectiveness testing, calibration, tuning, and corrective action involving data, coverage, workflow, documentation, or control concerns.
  • Escalate material system interruptions, missing or delayed data, rule failures, backlog conditions, and recurring quality issues.

Program, Data, and Change Enablement

  • Define Compliance requirements and partner with Technology, Data, Fraud, Product, Operations, Reporting, and business stakeholders on monitoring coverage and improvements.
  • Coordinate implementation and stabilization of monitoring programs, reports, rules, and workflows, including testing, training, capacity assessment, and post-implementation review.
  • Promote data completeness, accuracy, reconciliation, ownership, exception handling, process efficiency, and sustainable control evidence.

Audit, Examination, and Governance Support

  • Lead or support partner-bank reviews, audits, independent testing, regulatory examinations, due diligence reviews, and third-party assessments.
  • Coordinate requests, walkthroughs, samples, evidence, responses, remediation plans, and closure support.
  • Provide management information, risk updates, recommendations, and strategic input regarding staffing, control performance, global expansion, and operating-model improvements.

Qualifications

  • Progressive experience in BSA/AML, financial-crime compliance, transaction monitoring, investigations, regulatory reporting, or a related discipline. Management or supervisory experience strongly preferred.
  • Strong working knowledge of BSA/AML, counter-terrorist financing, sanctions, KYC, CIP, KYB, CDD, EDD, unusual and suspicious activity escalation, and regulatory reporting concepts.
  • Experience supporting multiple legal entities, jurisdictions, international products, regional Compliance teams, or cross-border matters preferred. Ability to distinguish enterprise standards from local requirements is essential.
  • Experience in prepaid, payments, fintech, banking, money transmission, or financial services preferred. CAMS or comparable certification preferred or required within a company-established period.
  • Bachelor’s degree in a related field preferred; relevant experience may be considered in lieu of a degree. Strong analytical ability and proficiency with spreadsheet, reporting, monitoring, and case-management applications.
  • Demonstrated ability to lead teams, develop employees, prioritize risk, manage competing deadlines, resolve issues, communicate complex matters, and work effectively with partner banks, auditors, examiners, regional teams, and cross-functional partners.
  • Sound judgment, attention to detail, organization, discretion, adaptability, and ability to operate effectively in a fast-paced, evolving environment. Periodic business travel required.
