Description
Galileo System Security Coordinator in the Galileo PRS and System Security Engineering Unit, Galileo System Security Service, Galileo Project Office, Galileo and EGNOS Programme Department, Directorate of Resilience, Navigation and Connectivity.
The Galileo System Security Service oversees security-related activities for Galileo core infrastructure, including end-to-end system security engineering, design and development of Galileo Public Regulated Service (PRS) infrastructure, security accreditation and cyber security.
The Galileo PRS and System Security Engineering Unit is responsible for the mission, PRS and system security engineering activities for Galileo, including the procurement and maintenance of PRS test bench and system tools, service validation and service provision support.
Duties
You will report to the Head of the Galileo PRS and System Security Engineering Unit. Your main tasks and responsibilities will include:
coordinating the end-to-end system design of the Galileo PRS and Security functions, ensuring full traceability from mission level and security requirements (MRD, SSRS and related security documentation) to system implementation and maintaining the associated System Security Technical Requirement Baseline;
leading system security activities to define, maintain and evolve the PRS and system security architecture, including logical, physical and operational security architectures, ensuring alignment with programme objectives, security accreditation needs and future mission evolutions;
leading the technical assessment and approval process for requests for deviation (RFD), requests for waiver (RFW) and engineering change proposals, assessing impacts on system security, procurement activities, implementation plans and compliance status across all system builds and releases;
managing the definition, maintenance and verification of mission and security statements of compliance (MRD SoC, SSRS SoC and associated compliance matrices) throughout the various system builds, including as-designed, as-procured, as-built and as-operated configurations, ensuring consistency across all Galileo segments;
leading a team of engineers and specialised engineering support from the Directorate of Technology, Engineering and Quality and the Directorate of Operations, as well as coordinating the work of industrial contractors;
acting as the primary interface with the Accreditation Team, coordinating the provision of system security engineering evidence, compliance justifications and technical inputs to support security accreditation activities;
interfacing with EUSPA, the European Commission, Member States and other relevant stakeholders for the provision of ESA contributions to security compliance and service-readiness activities, including the preparation of service requirement statements of compliance at programme milestones;
actively participating in ESA, EU and Member State working groups dealing with space security matters, such as WGTEC, translating user, operational and policy needs into mission and system security requirements and maintaining consistency with the Security Baseline;
monitoring emerging technologies, threat landscapes, security standards and regulatory developments in satellite navigation, cryptography, cyber security and resilient space systems, proposing enhancements and evolutions to the Galileo PRS and Security functions;
contributing to the definition of long-term system security roadmaps, including future capabilities, technology insertion, security architecture evolution and mission resilience improvements;
preparing technical reports, position papers, programme reviews and management briefings and providing regular reporting to the Head of the Galileo PRS and System Security Engineering Unit.
Your duties may also include supporting other activities within your field of competence and the transfer of knowledge across the Agency.
Technical competencies
Proven experience in the definition, development and verification of security architectures for large and complex systems, together with substantial experience in Phase A/B/E and security.
Good knowledge of security engineering principles, including confidentiality, integrity, availability, authentication, accountability and non-repudiation.
Good knowledge of space-based navigation systems, signals and security engineering applied to space systems.
Good knowledge and experience of model-based systems engineering and requirement management tools.
Knowledge of space system engineering standards and procedures and project development phases.
Knowledge of industrial development, verification and procurement processes.
Familiarity with the Common Criteria (ISO/IEC 15408) framework and security evaluation methodologies.
A master’s degree in system engineering or a related discipline is required for this post, together with four years of relevant professional experience. Alternatively, candidates with a bachelor’s degree, complemented by an additional four years of relevant professional experience, may be considered.

Experience in Phase C/D is considered an asset.
